Warren, PA — Residents and business owners gathered Wednesday, October 22nd for a Warren Redevelopment Authority meeting to discuss the future of a downtown property at Pennsylvania Avenue and Liberty Street.

The site was once planned for the Eagles Crest senior housing development by the Hudson Group, but that project fell through in August 2024 after Hudson withdrew following a lawsuit filed by nearby residents and business owners.

Since then, the city has opened bids for both redevelopment and demolition, raising concerns among locals who want to see the building reused as an open market and public space.

“The city received three bids to demolish the building at the corner of Liberty Street and Pennsylvania Avenue,” said Senior Engineer Consultant Chad Yurisic. “But upon review of those bids, a mathematical error was noted in what would have been the lowest bid, and the second-lowest bid came in higher than anticipated, so the board decided to reject all the bids that were received.”

The Redevelopment Authority plans to reopen bids for the property at the start of 2026.

The next RDA meeting is scheduled for Nov. 26 at 1 p.m. at the City of Warren’s Municipal Building.
