ERIE COUNTY, Pa. (WHP) — A man was arrested Wednesday after police say he abandoned and zip-tied the legs of a dog in Erie County.

Roy King, 63, of Harborcreek, was charged by Pennsylvania State Police with torture and aggravated cruelty to animals, as well as neglect of animals.

Police say they found a dog named Mimi, a 4-year-old female shepherd, who was abandoned outside of a residence in Harborcreek Township on Tuesday.

Mimi was covered with towels and a blanket and had her front and back legs zip-tied “so tightly they were swollen resembling balloons about to burst,” police said.

Her body reportedly was infected and covered in urine scalding. Police described her as “soaked, shivering and in shock.”

Mimi was taken to a critical care specialist to remove the zip ties and treat her injuries. She’s now staying at ANNA Shelter in Erie and has “turned a corner” in her recovery, according to doctors.

The shelter said on Facebook that Mimi might not need surgery for her injuries. She is still in the critical care unit, they said.

King is currently staying in Erie County Prison in lieu of $50,000 bail. His preliminary hearing is set for March 19, according to online court documents.
