City Launches New Modernized Mobile Vending Program

Pittsburgh, PA – Today, the City of Pittsburgh is excited to announce the launch of a new Mobile Vending Program designed to streamline the licensing process, expand vending opportunities for entrepreneurs, and activate public spaces across the city. 

The program follows legislation that was unanimously passed by Pittsburgh City Council and signed into law in November 2025.  

“This update reflects months of collaboration across departments and engagement with vendors and community stakeholders,” said Monica Bender, Assistant Director of the Department of Permits, Licenses and Inspections (PLI).“Our teams were intentional in making vending more accessible, more transparent, and more supportive of small businesses while maintaining public safety and neighborhood vitality.” 

The revised Mobile Vending Program – which includes businesses that operate non-permanent, mobile units such as a food truck, trailer, or pushcart – is the result of a comprehensive review of the City’s former vending policies and recommendations shaped by a series of community engagements and direct input from local vendors and businesses. In addition to public outreach, the City also conducted a series of free public webinars to provide an early look at the new rules and regulations. Public stakeholders provided feedback to ensure the updated guidelines were clear and equitable. 

The updated changes were thoughtfully crafted to create opportunities for new businesses while ensuring protections for current businesses remain intact. Several key changes include:  

Simplified Licensing Structure 

Replacing the old and complex site-by-site approval process, a new annual vending license now allows vending on both public and private property, streamlining how vendors apply and operate throughout Pittsburgh. 

Expanded Vending Locations 

Vendors will have access to a broader range of areas, including pathways to provide mobile vending in parks. The updated regulations add more streets and sidewalks across zoning districts than previously allowed with the addition of introducing group vending sites, enabling operators to share designated areas after a public planning process. 

Removed Time Limitations 

Mobile vendors will no longer be required to move every four hours, giving food trucks and vendors greater flexibility during service hours.  

Standardized Location Criteria 

New consistent criteria for vending locations based on zoning, safety and accessibility standards. 

“The updated vending program exemplifies our commitment to thoughtful urban planning as an economic development tool that can help to grow existing business while creating opportunity for new businesses” said Ivette Mongalo-Winston, Director of City Planning. “By modernizing outdated regulations, we’re able to activate more public spaces that will benefit vendors, residents and visitors alike.” 

“Maintaining a safe, accessible and well-managed public right-of-way is one of our core responsibilities,” said Department of Mobility and Infrastructure Acting Director Jeff Skalican. “We’re proud to have helped develop the City’s new mobile vending legislation, which creates a clear framework that supports small businesses while ensuring our streets and sidewalks remain safe and accessible for everyone.”  

The new program updates reflect a coordinated, cross-departmental effort between the Department of Permits, Licenses and Inspections, Department of City Planning and the Department of Mobility & Infrastructure working together to create a clearer, more equitable framework for mobile and sidewalk vending throughout the City. The project team will continue to provide ongoing education about vending updates as they become available.
