Allegheny County voters who want to use a mail-in ballot in the May 19 primary will once again have multiple options for turning it in early.

While voters can always send in their ballots by mail, the county’s Board of Elections voted unanimously Friday to once again offer two early return methods: satellite centers and ballot return locations.

Ballot-return sites offer a place for voters who have completed a mail-in ballot to return it without relying on the mail. There will be 10 such staffed locations, open in the final few days before the election, after the deadline to request a mail-in ballot has passed. These are not unattended drop boxes: Voters will hand their ballots directly to a county elections employee at each site.

The county will also operate four satellite voting locations around the county. Voters at each site can apply for, complete and cast their ballot in one visit – an “over the counter” approach that effectively acts as early voting – or they can take the ballot home. They can also turn in completed mail-in ballots they had sent to them separately.

The satellite locations will be open Saturday, May 9 and Sunday, May 10, from 10 a.m. to 2 p.m.:

Those who request a mail-in ballot in advance and want to return it to a staffed drop-off location from can do so shortly before the primary itself. The drop-off sites will operate from 11 a.m. to 7 p.m. on Friday, May 15 and Monday, May 18, as well as from 9 a.m. to 5 p.m. on Saturday, May 16 and Sunday, May 17.

The elections department will also offer satellite voting services and collect mail-in ballots in the lobby of the County Office Building, Downtown, during regular business hours, 8:30 a.m. to 4:30 p.m. Monday through Friday, as soon as ballots are available.

Voters must return their own ballot, or complete an authorization form to turn in a ballot for someone who is physically unable to do so.

The last day to register to vote before the primary is May 4th. The deadline to apply for an absentee or mail-in ballot is May 12th. Ballots must be received by 8 p.m. on Election Day, May 19. Polls will be open 7 a.m. through 8 p.m. for those who wish to vote in person.
