Philadelphia, Pa. —  An alleged murderer has been added to the “Ten Most Wanted Fugitives” list, FBI Philadelphia Special Agent in Charge Wayne A. Jacobs and U.S. Attorney David Metcalf announced on March 11.

Trung Duc Lu, 45, is wanted in connection with the August 2014 torture, kidnapping, and murder of two Vietnamese brothers in Philadelphia. A third man was also kidnapped and tortured but survived the attack.

“Adding Trung Lu to the FBI’s Ten Most Wanted Fugitives list reflects the seriousness of his alleged crimes and our unwavering commitment to bringing him to justice,” said Wayne A. Jacobs, special agent in charge of FBI Philadelphia. “The FBI and our partners will continue to leverage every available resource — both here at home and abroad — to locate and apprehend him. No matter how much time passes or where he attempts to hide, the FBI will continue pursuing him until he is found and taken into custody.”

“By placing Trung Duc Lu on the FBI’s Top Ten Most Wanted Fugitives list, law enforcement is expanding the search and calling on the public, both here and abroad, for help,” said U.S. Attorney Metcalf. “We will continue to pursue every lead until he is located and brought before a court of law, no matter how long it takes.”

On July 10, 2019, a federal arrest warrant was issued for Lu in the U.S. District Court, Eastern District of Pennsylvania, Philadelphia, after he was charged with conspiracy to commit kidnapping; three counts of kidnapping; interstate travel in aid of racketeering; conspiracy to collect an extension of credit by extortionate means; collection of an extension of credit by extortionate means; conspiracy to distribute marijuana; and aiding and abetting.

Trung Duc Lu was born in Vietnam and moved to the United States as a teenager. He has strong ties to New York City, where he resided in the borough of Queens. Lu is a suspected member of the Born to Kill street gang, also known as the BTK or Canal Boys.

Lu was last confirmed to be in Vietnam. He speaks both Vietnamese and English. Lu has numerous tattoos including a dragon in the center of his back with the words “Asian Pride” in large script above it, and an unknown tattoo over his left pectoral. Both of his upper arms are heavily tattooed including a dragon and claw design and a tiger.

He may go by the following aliases: Trung D. Lu, Tuan Hoang, Phong Le, Phong Van Le, Brendan Lu, Calvin Lu, Trung Lu, Duc Trung, Duc L. Trung, Lu Trung, “B”.

The FBI’s Ten Most Wanted Fugitives list, established in March of 1950, is a critical tool in the FBI’s efforts to bring dangerous fugitives to justice. It also underscores the power of public awareness in the pursuit of the nation’s most elusive and violent offenders.
