LOWER MERION TOWNSHIP, PA — Two men were arrested Thursday after Lower Merion Police say they ran “high-dollar fraud schemes” involving fake contracting businesses.

Lower Merion Police say they conducted several fraud investigations over the past year, leading to the arrests of Jake Fox and Scott Bradley.

Fox and Bradley operated under the business name “PJS Paving & Masonry Corp.,” police said. It’s also likely they operated as “Orchard Paving” and “Perfect Paving LLC.”

These business names are associated with fraudulent business practices, police said.

Both men were charged with several fraud offenses, including corrupt organizations, making a false statement to induce agreement for home-improvement services, and receiving advanced payment for services they didn’t perform.

Fox was also charged with aggravated assault. Information about the allegation wasn’t immediately available.

The suspects are detained at the Montgomery County Prison, with bail set at $99,000 each. Their preliminary hearings are scheduled for March 25.

Neither had an attorney listed in online court records on Monday.

Fox, 37, and Bradley, 34, were born Patrick and Johnny Joseph Quinn, police said. Investigators believe they changed their names.

The website for PJS Paving & Masonry Corp. claims the business has 30 years of experience in chimney repairs and brick and masonry repairs. The website lists addresses in Newtown, Bucks County, and Burlington City, New Jersey.

Patch called and emailed PJS for comment but didn’t immediately get a response.
