The project includes the bridge rehabilitation of Route 422 bridge (Lincoln Avenue) over Owl Creek in Jackson Township, Lebanon County. The purpose of this project is to provide a continued safe and efficient crossing on Route 422 over Owl Creek.

Within the project area, Route 422 is a three-lane roadway including a lane in each direction and a two-way turning lane. The project is located on flat terrain and the roadway is classified as an Urban, Other Principal Arterial. The land use surrounding the roadway consists of agricultural lands and several business properties. The roadway within the project limits has a posted speed limit of 55 miles per hour and an average daily traffic volume of approximately 10,000 vehicles per day. 

The existing structure was built in 2022 and is a single-span prestressed concrete spread box beams. The bridge length is 42’-0” and has a curb-to-curb width of 56’-0”.

The project involves superstructure rehabilitation including scarification of the existing deck, installation of polyester polymer concrete overlay, mechanical texturing of deck, and painting of pavement markings. The horizontal geometry of the roadway will remain unchanged and the vertical geometry may be increased slightly.  

Route 422 will not be detoured during construction. Construction is anticipated to be accomplished using short term lane shifts of traffic.

The project is currently in design, and construction is expected to take approximately 4 months at this site.  The exact construction timeline is not currently known, but construction is currently anticipated to begin in the Fall of 2026 or Spring of 2027.

Project Description

The horizontal geometry of the roadway will remain unchanged. However, the vertical geometry may increase slightly over the structure. 

Environmental 

The project is located in an urban setting. No bicycle or pedestrian facilities exist within project limits. Other environmental e%orts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species. 

Utilities 

There are no anticipated utilities impacts within the project limits. No utilities are anticipated to be relocated prior to construction. 

Right-of-way 

Permanent and temporary right-of-way acquisitions are not anticipated for this project.

Maintenance and Protection of Traffic 

Route 422 will not be detoured during construction. Construction is anticipated to be accomplished using temporary staged tra%ic control for Route 422 which would maintain two lanes of traffic at all times.

Overall construction is anticipated to last approximately 4 months starting in the Fall of 

2026 or Spring of 2027 at an estimated cost of $350,000.
