PROSPECT PARK, Pa. (WPVI) — A man is facing terroristic threat charges after allegedly pulling a gun on three Delaware County, Pennsylvania, teenagers who threw a snowball at his car.

The video shows three teens waiting to cross the street when one throws a snowball at a car making a late left turn.

“That driver took it upon himself to pull back around and engaged the kids,” said Officer Nicholas Denton of the Prospect Park Police Department.

Police say 37-year-old Joshua Kelly was driving the dark blue Honda that is seen on surveillance turning around and stopping in the middle of the road.

From a second camera angle, officers say Kelly followed the teens, stopped them, and took a gun from his glovebox.

“Ultimately threatened them with a firearm, saying, ‘You want to throw something at me? I’ll throw something at you,’ and displayed a firearm to the three kids,” Denton said.

The incident happened on March 2 at the corner of Chester Pike and Lincoln Avenue in Prospect Park.

Denton, who is also the school resource officer at Interboro High School, said the teens, ages 15 and 16, reported the encounter to him the next day at school.

“They felt comfortable talking to me, interviewed them there, spoke to the parents, let them know what happened,” he said.

An investigation followed, and Kelly was arrested on charges that include terroristic threats.

“When I eventually interviewed him, he did say, ‘I should have kept going,’ and he realized how big of a mistake this was for him and he definitely regretted it, but he’s going to have to talk to the judge about that,” Denton said.

Neighbors expressed shock at the escalation.

“And he pulls a gun on the kids? Oh my God,” said Christine Russo of Ridley Township.

Another neighbor, Dan Wagner of Ridley Park, said he understood the teens’ behavior even if he didn’t condone it.

“You can’t even throw a snowball at a car anymore? Growing up, you threw a snowball at a car, and you ran, and you hope your guy didn’t catch you,” he said.

“To pull a gun on a teenager, not cool,” Russo added.

In addition to the charges, police say Kelly’s concealed carry license was revoked. He has a hearing scheduled for Monday.
