SCRANTON, LACKAWANNA COUNTY (WBRE/WYOU) — The recent weather means it is going to be dangerous outside Tuesday night in Lackawanna County, and officials want vulnerable people off the streets.

A Code Blue is in effect as wind chills drop to near 19°, triggering emergency shelters to open up.
