DICKSON CITY, LACKAWANNA CO. (WOLF) — A Lackawanna County woman is facing multiple felony charges after investigators say she failed to provide care for a dependent adult, leading to the victim’s death.
Christina M. Harvey, of Dickson City, has been charged with offenses including involuntary manslaughter, neglect of a care-dependent person, unlawful restraint, endangering the welfare of a care-dependent individual, and financial exploitation, according to a criminal complaint.
Authorities allege Harvey was responsible for caring for Brandy Harvey, a 19-year-old woman with significant medical needs, including a seizure disorder and limited mobility.
According to the affidavit of probable cause, emergency responders were called to a Carmalt Street home on December 10, 2025, where they found Brandy unresponsive. She was transported to Geisinger Community Medical Center, where she later died.
Investigators say the victim had been confined to a couch for an extended period and suffered from severe medical neglect. A search of the home revealed unsanitary living conditions, including human waste, soiled furniture, and insect infestations.
Medical findings outlined in the complaint describe extensive injuries and conditions consistent with prolonged neglect, including bedsores, infections, dehydration, and signs of malnutrition. The Lackawanna County coroner ruled the death a homicide, citing complications from neglect.
Police allege Harvey failed to provide necessary medical care, withheld prescribed medications, and did not seek timely treatment despite the victim’s worsening condition.
The complaint also alleges Harvey misused the victim’s financial benefits, including Social Security funds, for personal expenses rather than the victim’s care.
Interviews with family members, medical personnel, and school officials detailed concerns about the victim’s health and care leading up to her death, including reports of frequent absences, declining physical condition, and lack of proper hygiene.
The case remains active as it moves through the court system.
