Fulton County Medical Center

“The FCMC Board believes the LOI is the first step to achieving long-term viability and continuing to strengthen local access to care for the Fulton County community,” Rodney Walters, FCMC Board chair, said. “The Board is eager to continue exploring the benefits this potential affiliation with the WVU Health System could bring to the community.”

As part of the LOI, the WVU Health System will commit up to $17 million over the next seven years to modernize FCMC, including the installation of EPIC, which will provide seamless integration of the hospital’s electronic medical records and revenue cycle management with WVU Health System; growing clinical services; and expanding access to high-quality care across the community it serves.

FCMC is a 21-bed critical access hospital that staffs more than 415 employees. It includes an emergency department; cardiology; rehabilitation, laboratory, and diagnostic imaging services; home health; a community wellness center; and a 67-bed nursing home. It has served Fulton, Bedford, Blair, Franklin, and Huntingdon counties for more than 70 years. It is the only hospital and skilled nursing facility in Fulton County.

In joining the WVU Health System, as contemplated by the LOI, FCMC would become part of a broad, integrated network of doctors, hospitals, clinics, and specialized institutes across West Virginia, Southwestern Pennsylvania, Western Maryland, and Eastern Ohio. Today, the WVU Health System, which operates under the brand WVU Medicine, has more than 3,500 licensed beds, 4,000 clinicians, and 39,000 employees.

“I am excited to further explore the opportunity with WVU Medicine,” Mike Maksoky, president and CEO of FCMC, said. “FCMC will be able to better serve the healthcare needs of our communities and ultimately flourish for many years to come under this potential partnership.”

“As a Health System, we have extensive experience in operating critical access hospitals, which are not only the primary sources of healthcare for their communities but also serve as economic engines in terms of the jobs they provide to area residents,” Albert L. Wright, Jr., president and CEO of the WVU Health System, said. “Our goal is to become the national leader in rural population health management, and the addition of Fulton County Medical Center will broaden our impact.”

The finalization of the transaction contemplated by the non-binding LOI is anticipated to close on or before Jan. 1, 2027, and is subject to various conditions, including the execution of a definitive agreement, regulatory approval, and various closing conditions.
