Philadelphia is once again hosting world-class athletes from all levels: high school, college, Olympian and veteran, as the 130th Penn Relays is set to kick off. The multi-day event begins Thursday and wraps up Saturday at the historic Franklin Field. Wakisha Bailey chats with Steve Dolan, director of track & field at Penn.
