PHILADELPHIA, Pa. (WHTM) — A Pennsylvania used car salesman who ripped off dozens of customers after he never delivered vehicles that were paid for will spend time in prison.
Edward Rock, 50, of Philadelphia, will spend about three and a half years in prison, followed by three months of supervised release, the Department of Justice said Wednesday. He must also pay just over $1.4 million in restitution.
In October 2025, Rock pleaded guilty to counts of mail fraud and wire fraud, the DOJ said.

More than 100 wheelchair accessible vehicles that customers paid for between 2019 and 2023 were never delivered, and Rock made up excuses as to why, the DOJ said. He pocketed more than $2.5 million in the scheme.
Rock sometimes sold the same vehicle to multiple people, took payments for vehicles that didn’t exist, passed bad checks, and more. The DOJ said there was a 2017 Ford T150 van he sold to 16 different people over 11 months, and when he delivered the vehicle, it did not have the proper title.
The majority of the victims are disabled and elderly, medical transport companies, senior living homes and other businesses, according to prosecutors.
The DOJ said he did refund some customers, but that was with money he stole. A total of 75 people have yet to be refunded.
