Pennsylvania man arrested on warrant while trying to fleet to Canada through Vermont

A Pennsylvania man was arrested on a warrant after he was detained while trying to enter Canada with his two young children in Vermont. The Franklin County Sheriff’s Office said that Jacob Burtner, 46, of Bedford, PA, was being detained at the Interstate 89 Welcome Center in Highgate on Wednesday evening by members of the United States Customs and Border Protection.Border Protection agents were holding Burtner after they learned he had an extraditable warrant for his arrest out of West Virginia on a charge of felony financial exploitation of an elderly person, protected person or incapacitated adult.Police said that Burtner’s two daughters, ages eight and five, were traveling with him, and both children were hungry and covered in urine. Officials said it appeared that the children had not received any proper hygiene in several days.Investigators said Burtner was trying to flee to Canada to escape prosecution, and they believe he had intent to harm the children once they arrived in Canada.The Vermont Department of Children and Families was notified and the two children were taken back to the Franklin County Sheriff’s Office on an Emergency Care Order. They were then brought to a hospital for treatment and fed.Burtner was lodged at Northwest State Correctional Facility and is awaiting extradition back to West Virginia.
