U.S. Immigration and Customs Enforcement identified Friday the Honduran man arrested by agents in Dunmore.
Concepción Castro-Delcid, 44, a “Honduran illegal alien with a final order of removal,” was taken into custody Wednesday morning during a targeted enforcement operation, the agency said in a statement.
Castro-Delcid was riding his bike to work in the 1700 block of North Webster Avenue when agents apprehended him. A photo submitted to The Times-Tribune shows a masked man wearing a tactical vest with a large black “POLICE ICE” patch on the back climbing into the passenger seat of a blue Ford Explorer with police lights parked on North Webster Avenue.
Castro-Delcid attempted to flee, the agency stated.

“As officers approached and identified themselves as federal law enforcement, Castro-Delcid abruptly fled on foot, weaving through neighborhood yards and attempting to vault a backyard fence, actions that placed both the pursuing officers and nearby residents at unnecessary risk,” the agency stated.
“In keeping with the ICE Use-of-Force Policy, agents applied only necessary, hands-on control techniques to stop his escape and secure him. No intermediate weapons or chemical agents were used.”
Castro-Delcid incurred two minor scrapes as he was taken into custody and was treated at the scene. All personnel were clearly identified federal officers, the incident was fully documented and will be subject to routine supervisory review, the agency said.
“An immigration judge ordered Castro-Delcid removed in absentia Feb. 23, 2023, after he failed to appear for immigration proceedings stemming from a 2019 border apprehension in Hidalgo, Texas,” according to the agency.
The statement also indicated Castro-Delcid, a single father, was reunited with his elementary school-aged daughter.
“During processing at the Pike County ERO office, Castro-Delcid informed officers that he is the primary caregiver of his minor daughter, who also has a final removal order. ICE’s Juvenile and Family Management Unit immediately initiated re-unification protocols to maintain family unity, coordinating with the Dunmore Police Department, the Dunmore School District, and contracted transport specialists,” the agency stated. “The family was re-united and will be returned to Honduras expeditiously.”
