HARRISBURG, Pa. (WTAJ) — A home contractor in Western Pa. is being sued by Attorney General Dave Sunday for failing to complete projects or offer refunds.

The lawsuit, filed by the Attorney General’s office, alleges that A&S Contracting and Roofing, and its owner, Stephen Spallone, violated the Pennsylvania Consumer Protection Law by abandoning projects after receiving more than $56,000 in deposits from the victims. It’s alleged that Spallone and his company used non-compliant contracts.

“This contractor took large sums of money from Pennsylvanians wanting to improve their homes, then turned his back on them,” Sunday said. “Our Bureau of Consumer Protection will adamantly advocate for homeowners whose dreams of property upgrades and additions are ruined by neglectful contractors.”

At least six victims filed complaints about A&S and Spallone, alleging they paid thousands of dollars in down payments for home improvement projects such as roofing, deck construction and siding replacement. All six claimed A&S failed to complete the projects and, in some instances, didn’t do any work after collecting a deposit.

The complaints received range from 2021 through 2024 and impacted consumers residing in Allegheny, Beaver, Butler, and Indiana counties, Sunday noted.

Any consumers who believe they may be a victim of A&S or its owner, Spallone, should file a complaint with the Bureau of Consumer Protection online, call 1-800-441-2555, or email scams@attorneygeneral.gov.

Inspectors, contractors, laborers, suppliers, or anyone else who may have information regarding the A&S or Spallone are also encouraged to contact the Bureau of Consumer Protection.

Sunday added that the lawsuit seeks to prevent A&S from ever doing business as a home improvement contractor in the Commonwealth. Restitution for the victims is also being sought along with civil penalties and costs.
