Pennsylvania Gov. Josh Shapiro (D) signed a $51 billion fiscal year 2027 budget bill (HB 2400) passed over the weekend that dropped his proposals to tax cannabis and skill games.
Bipartisan proposals to tax digital advertising and create a whistleblower act to detect tax fraud also failed to pass as part of the budget. The proposals had been designed to generate more revenue as the state confronts a structural deficit that could top $5 billion, according a report from the Pennsylvania Independent Fiscal Office this year.
