Reading City Council has unanimously confirmed Mayor Eddie Moran’s appointment of Joseph Famiglietti as city finance director.
Famiglietti, who will paid an annual salary of $120,000, has led the department on an interim basis for the past four months.
Council on Monday also approved a separate resolution establishing a salary range of $110,000 to $140,000 for the finance director position.
The new finance director joined the city about 2 1/2 years ago as accounting manager and took on the duties of acting finance director earlier this year. He brings more than 16 years of accounting experience, including nine years in government finance.
Before joining the city staff, Famiglietti held several financial leadership positions with Berks County, serving as a budget analyst in the Department of Budget and Finance, a senior governmental accountant in the county controller’s office and fiscal manager for Children and Youth Services.

Moran said the appointment reflects his administration’s commitment to developing employees from within City Hall.
“My administration has always believed in investing in our employees and promoting from within whenever possible,” he said in a statement. “Joe has earned this opportunity through his hard work, leadership and commitment to the city. His extensive experience in public finance and his proven performance as acting finance director made him the right choice for this role.”
Moran said he appreciated council’s confirmation and looked forward to continuing to work with Famiglietti to keep the city on a strong financial path.
As finance director, Famiglietti will oversee the city’s financial operations, including budgeting, accounting, financial reporting, payroll, treasury functions and long-term fiscal planning.
Council members expressed their appreciation for the work Famiglietti accomplished while serving as interim director.
“You’ve made such a difference already,” council President Donna Reed said.
Council members also praised Famiglietti for his ability to explain complex financial matters in clear, understandable terms.
“You’re not only good with the numbers, but you’re good at explaining what those numbers mean, how they work,” Councilman Jaime Baez Jr. said. “I really see a bright future not only for the finance department but also for the city of Reading with you in that position.”
In a statement released after his confirmation, Famiglietti thanked the mayor and council.
“I am grateful to Mayor Moran for his confidence in me and to City Council for confirming my appointment,” he said. “It has been an honor serving as acting finance director, and I look forward to continuing to work with our finance team and city departments to ensure we remain fiscally responsible while supporting the services our residents rely on every day.”
Originally from Connecticut, Famiglietti has lived in Berks for 26 years.
Outside of his professional responsibilities, he volunteers as treasurer of the Wilson Junior Soccer Club board and serves as a youth soccer coach.
