A 70-year-old Nicholson man used a pocket-size recording device — attached to his shoe — to record video under a woman’s skirt at Target, police said.
Police responded to the store on Commerce Boulevard in Dickson City on Thursday around 3:26 p.m. after a loss prevention officer told officers several witnesses observed the man — later identified as Sargent Snyder — pointing the camera up a victim’s skirt.
Surveillance video showed Snyder attach the recording device to his shoe after noticing a group of young females by the camping section of the store, according to the criminal complaint.
He followed the victim and her friends around the store for about three minutes before he was stopped, police said.
Snyder — who told police he didn’t know the victim he was filming last week — admitted previously recording videos of other females but said he deleted them, according to the criminal complaint.
After confirming the device was in video mode and recording when he approached the victim Thursday, Snyder told police he uses his phone to download the images and videos from the device.
A witness reported seeing Snyder kick the recording device off his shoe after being confronted about the incident, police said.
Officers later found the device, which contained a clip on the front and back and was still activated, inside the store.
Snyder confessed that the device belonged to him and told officers he did something he should not have by taking a picture of the victim, according to the criminal complaint.
After being escorted out of the store, Snyder unlocked his car and gave officers consent to take his phone, police said.
Police charged Snyder, 202 Sheridan Lane, with invasion of privacy, harassment and disorderly conduct.
The charges could be enhanced if additional images are found during a search of the phone and device, police said.
As of Monday, Snyder remained in Lackawanna County Prison in lieu of $75,000 bail. A preliminary hearing is scheduled for July 28 at 11 a.m.
