YORK COUNTY, Pa. (WHTM) — A Virginia pastor was charged this week for allegedly sending sexual images to a central Pennsylvania teen, according to court documents.

Kenneth Baldwin, 47, allegedly admitted when questioned by Pennsylvania State Police to sending 15 pictures of himself exposed to the teen boy who lives in York County, an affidavit of probable cause filed Monday said.

State Police said in the affidavit that Baldwin was employed through Crossroads Baptist Church and is the lead pastor at his church. The teen told Troopers that he met Baldwin after Baldwin came to the teen’s church to give a sermon, and they exchanged phone numbers afterward.

Baldwin is accused of sending the images to the teen since November 2024 and multiple times a week until December 2025. The affidavit shows investigators seized the images.

According to court documents, Baldwin had confessed to two different people, who then reported the confession to Troopers. When Baldwin was interviewed on June 12 at the Pennsylvania State Police York station, he allegedly admitted to sending the pictures.

Baldwin faces 13 charges that include felony counts of unlawful contact with a minor and corruption of minors, and misdemeanor counts of indecent exposure, open lewdness and corruption of minors.

Court records show Baldwin was arraigned Wednesday and then released on unsecured bail set at $80,000, which he posted. A preliminary hearing is scheduled for Aug. 10.
