Upper Darby Council has a new president.
Following a reorganization vote at council’s committee meeting, Michelle Billups was elected in a 7-4 vote. Noah Fields remained vice president and Danyelle Blackwell was elected secretary.

Billups has held her council-at-large position in since 2019, the longest tenured member of the current council, as well as being board secretary in recent years.
Before the vote, Council Member Kyle McIntyre said there had been a loss of confidence and the change was necessary.
He referred to a number of issues with the previous leadership, including ordinances being delayed and the attempted eminent domain takeover of one of the volunteer fire stations being advanced without following rules agreed upon by leadership.
McIntyre also referred to inconsistent procedures, strained relationships and political pressure placed on council members who disagreed.
McIntyre said the vote was about turning the page instead of having a protracted fight.
Councilman David Bantoe said the action was action was needed “so we can move forward.”

Billups thanked her colleagues and said she will listen to all of council and to the residents.
Reorganization of the board positions for municipalities is typically held at the start of the year.
On Thursday, Minick was still listed as council president on the township website. He was elected to that position on Jan. 5.
