SCRANTON, LACKAWANNA COUNTY (WBRE/WYOU) — The Scranton Police Department and the Lehigh Valley Health Network (LVHN) announced the Blue Envelope Program on Monday, a program targeted to assist people with autism spectrum disorder (ASD).
The Blue Envelope Program is meant to help people with ASD and others with communication issues to better communicate with law enforcement during interactions, according to Scranton Police.
The blue envelopes are designed to contain important identifying documents, contacts, and information that may be helpful to law enforcement. In the event of an interaction with police, blue envelope carriers can quickly present police with their important information.

The front of the envelope informs officers the driver may have communication issues, and the back has instructions for the driver on what to do during a traffic stop.
For those interested in participating, Blue Envelopes are available at the Scranton Police Headquarters, the Arc of Northeastern Pennsylvania, and online at LVHN.org/blueenvelope.
Scranton Police are the latest department in the region to partner with LVHN, now part of Jefferson Health, on the Blue Envelope Program. In April, Luzerne County police departments gained access to the program.
