Federal, state and local officials gathered Friday at the massive new County of Lackawanna Transit System headquarters and maintenance facility in Scranton for a ribbon-cutting and grand-opening ceremony that followed its actual opening last year. The $63 million, 115,000-square-foot complex on North South Road, which opened in August 2025, benefited from a substantial state Department of Transportation investment that complemented federal and county funding support for the project. State Transportation Secretary Mike Carroll put the PennDOT investment at about $57 million. He joined U.S. Rep. Rob Bresnahan, R-8, Dallas Twp., state Sen. Marty Flynn, D-22, Dunmore, COLTS board Chairman Larry Wynne and other elected and appointed officials in celebrating the facility Friday. “Transit is a really important component of the transportation network across our great state,” Carroll said, noting his and Gov. Josh Shapiro’s advocacy for additional transit funding in recent years. “And I’m thrilled that we have the capacity to do capital projects like this while advocating for more additional operating dollars that transit agencies need across the state.” Describing COLTS as an invaluable resource for residents who rely on it to meet their transportation needs, Carroll also gave a shoutout to the agency’s personnel, “the folks that turn the wrenches and steer the wheels,” crediting them for their work. “The folks that work in this garage and the folks that drive our buses, no matter the size of the bus, do an extraordinary job on behalf of the residents of this county,” he said. Officials held a ceremonial groundbreaking at the site of the new COLTS facility in May 2023. The agency’s former office and garage complex, which was formally dedicated in December 1980 and located adjacent to the new facility, was demolished last year.
