SIOUX CITY (KTIV) – Dozens of new single-family homes could be headed to land near Sioux City’s Whispering Creek development after city leaders took the first steps Monday night to annex land along Morningside Avenue.
That land is located at 7103 Morningside Ave.

In September, Overlook Developers submitted a letter requesting the annexation of the land, which is a part of Woodbury County, right now.
That developer wants to build single-family homes in that area. Developers wanted the annexation to connect to city water and sewer and to allow larger lots.
The annexation and rezoning went before the Sioux City Planning and Zoning Commission, which recommended Suburban Residential zoning instead of General Residential. That move would block apartments on the site.

Through the process, many residents who live next to the property voiced their opposition to the project.
Monday, the Sioux City Council voted to pass the annexation of land into the city of Sioux City and passed the first reading of the land’s rezoning.
Some residents voiced their opposition to the project saying they’re very concerned with the traffic in the area. They shared that that area is already unsafe due to the traffic and a residential project like this would make it worse.
“As Whispering Creek grows and our city grows, I’m not looking to hold up progress, but I know that it’s only going to get worse over time. Adding these 40 properties is not going to help,” said David Lyman.
“From the safety standpoint and amount of traffic, there was a lot of unknown answers before you annex. We just wish to look at it and give the answers to the traffic study,” said Randy Buschman.
One resident supported the project saying it would allow more opportunities for families to move to Sioux City.

Council members say they understand residents’ concerns, and ensured that if the project goes forward, a traffic study is required. They also said this area is a great spot for growth for the city.
“I think it is in the best interest of the city to be able to annex ground around us, and it’s a voluntary one, which is about the only thing you can do in Iowa. So when a developer comes forward, it’s hard to say, ‘No we don’t want to develop that land’, especially when it’s right on the edge of the city that are, you know, where our territories already are,” said Bob Scott, Mayor of Sioux City.
Scott says the council voted to pass the annexation, but it now needs to go through the state to be finalized.
Only the first reading of the rezoning was passed, by a 4 to 1 vote. The zoning vote can only passed by a super majority, due to a petition signed by residents.
The second reading is set to be on the council’s next agenda on Nov. 2.
