A vehicle fire led to major restrictions on the outbound Parkway East.Emergency responders were on the scene of that fire on the ramp to the Parkway in the area of mile-marker 73 in North Oakland.Injuries were not immediately confirmed though there were police, firefighters and paramedics on the scene.
