A 25-year-old East Lansdowne man has been charged with exposing himself to children on Long Lane.

Jahquel Jaguar Williams of the 100 block of Lewis Avenue has been charged with two counts of indecent exposure, stalking, open lewdness and harassment following an incident Monday.

According to Upper Darby police:

At 3:22 p.m., the East Lansdowne Police Department responded to Vision Academy along Penn Boulevard after a juvenile reported a male was touching himself.

The child told police she had been walking on Long Lane near Radbourne Road in Upper Darby with three friends when they saw a man masturbating in the alley at Radbourne Road and Clinton Road.

When he saw them he began to follow them, so they entered a store on Long Lane. Two of the victims later went to East Lansdowne to report the incident.

Upper Darby police were not made aware of the situation until about 4:30 p.m., when a second victim observed the defendant near Greenwood Avenue and Clover Lane.

As the victim walked home in Upper Darby, Williams followed and then chased the child while exposing himself. When that victim reached home, she and her parents immediately contacted Upper Darby police.

The child described to police being followed and described the subject as a Black male with a mustache and chin hair, wearing all black clothing.

Detectives obtained surveillance video that confirmed the victims’ details. An East Lansdowne officer also looked at the video and recognized Williams as being a resident of an apartment on Lewis Avenue.

At 10:41p.m. Monday, police served a warrant at that address and Williams was taken into custody.

Williams was arraigned before Magisterial District Judge Lee Cullen Grimes who set bail at 10 percent of $100,000 which Williams was unable to post.

He was taken to the George W. Hill Correctional Facility and has a scheduled Dec. 11 preliminary hearing before District Judge Andrew Goldberg, who hears sex crime cases in the county.

Township police Superintendent Timothy Bernhardt said investigators believe this was an isolated incident.

However, if anyone has had a similar encounter with this defendant, or if there are additional victims, police want to hear from them.

Bernhardt noted that Williams also currently has an active arrest warrant out of Philadelphia for a similar incident.

The superintendent expressed thanks to police detectives and patrol officers.

“Their hard work undoubtedly prevented another young victim from experiencing such a horrific encounter,” Bernhardt said
