HARRISBURG, Pa. (WHTM) — Pennsylvania is suing a former vendor it said failed to deliver mail from state agencies, said Gov. Josh Shapiro (D) on Wednesday.

The state ended a contract with its mail sorting vendor, Capitol Presort Services, LLC, back in December after it said it wasn’t delivering mail to residents. The company provided services since May 1, 2021.

“The vendor failed,” Shapiro said, speaking at the Pennsylvania Farm Show. “It was caught. It was addressed. We’re suing them, and we’re gonna do whatever we can to recover for the people of Pennsylvania.”

It is not unusual for states and large departments to outsource mail processing. Using a third-party vendor was more cost-effective and effecient than sorting postage in house, said Paul Vezzetti, spokesperson for the Department of General Services.

Presort facilities like Capitol Presort also allow clients to receive steep discounts from USPS as they do most of the post office’s work.

But now some are concerned Pennsylvanians who missed letters are now at risk of losing benefits. Shapiro said the state is making sure that does not happen and unsent mail gets to receipents.

“We’re gonna make sure we get answers as to how it happened to ensure that something like that can never happen again,” Shapiro said.
