Pittsburgh police said a man who led them on a foot chase lasting more than a half-hour is also accused of kicking a doctor in the chest after he was taken into custody.Jason Owens, 24, of Duquesne, was arraigned early Tuesday morning.Police said the incident started early Monday morning when police were called to an apartment on Rhine Street for reports of a man and his partner arguing and the woman involved calling for help.The victim told responding officers that Owens restrained her and kept her from reaching a door.Police said Owens escaped through a window before they could arrest him and he led police on a chase through wooded residential areas before they stopped him by using a Taser. Owens was also allegedly combative in the hospital and is accused of kicking a doctor in the chest.Police said, in addition to the charges from Monday, Owens had an active warrant out of Duquesne.
