The Route 11 culvert preservation project is located along Route 11 (State Road) over a Fishing Creek in Marysville Borough, Perry County, approximately 0.3 miles south of Marysville. The purpose of this project is to address deficiencies on the culvert and provide continued access on Route 11 over Fishing Creek.

The existing reinforced concrete arch culvert was built in 1936 at a 60-degree skew to the roadway. The maximum opening width is 35 feet, measured along the skewed opening.

Preservation activities to be performed include: concrete surface repairs to the wingwalls and culvert barrel, placement of scour protection, and channel cleaning. It is anticipated work will be completed utilizing stream diversion and pumping. Construction will be staged from the upstream western quadrant within the Marysville Lion’s Club Park. A temporary access roadway will be constructed to access Fishing Creek. There will be no roadway work or impacts to Route 11.

The culvert spans the eastern border of the Marysville Lion’s Club Park, a Section 4(f) property, which has also received Keystone Recreation, Park and Conservation Funds. Although there will be temporary occupancy of this Section 4(f) property, it does not constitute a use within the meaning of Section 4(f) nor does DCNR consider it a conversion of use of the park. Additionally, Pennsylvania Bike Route J is present along Route 11 in the project area, however, no impacts will occur to the bike route as part of this project.

Overhead and underground utilities are present at the site, however no impact to these facilities are required to complete the preservation work.

The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last approximately 8 months.
