— Armstrong County – Redbank Township

— Clairon County – Ashland, Elk, Beaver, Paint, Piney, Monroe, Limestone, Porter and Redbank Townships

— Crawford County – Bloomfield, Athens, Steuben, Troy and Oil Creek Townships, City of Titusville

— Erie County – Summit, Greene, Waterford, Le Boeuf and Union Townships

— Indiana County – West Mahoning, North Mahoning, East Mahoning, Rayne, Green, Pine, Buffington and East Wheatfield Townships

— Jefferson County – Timblin Borough, Porter and Ringgold Townships

— Venango County – Cherrytree, Cornplanter, Cranberry and Pinegrove Townships

— Westmoreland County – Saint Clair Township

Comments are due February 23– 30 days after this notice.
