Lawmakers say it could reopen the door to single-room occupancy housing (SROs), a once-common, low-cost option that\u2019s been regulated into near-extinction.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The <a href=\"https:\/\/www.palegis.us\/house\/co-sponsorship\/memo?memoID=47772\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:bill\u2019s sponsors;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">bill\u2019s sponsors<\/a> say the stakes are big: The state is short more than 265,000 affordable units, and local occupancy limits \u201cprevent friends, workers, older adults, and families from saving money by sharing a place.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If it passes, Pennsylvania would join states like <a href=\"https:\/\/www.realtor.com\/realestateandhomes-search\/Iowa\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Iowa;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Iowa<\/a>, <a href=\"http:\/\/realtor.com\/realestateandhomes-search\/Iowa\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Colorado;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Colorado<\/a>, <a href=\"https:\/\/www.realtor.com\/realestateandhomes-search\/Oregon\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Oregon;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Oregon<\/a>, and <a href=\"https:\/\/www.realtor.com\/realestateandhomes-search\/Washington\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Washington;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Washington<\/a> that have already moved in this direction. And while the bill won\u2019t bring <a href=\"https:\/\/www.realtor.com\/realestateandhomes-search\/Miami_FL\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Miami;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Miami<\/a> to <a href=\"http:\/\/realtor.com\/realestateandhomes-search\/Miami_FL\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Pittsburgh;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Pittsburgh<\/a>, it could make roommate living (and cheaper housing) a lot easier to do legally.<\/p>\n<p>Pennsylvania\u2019s &#8216;unrelated persons&#8217; rules hit the wrong target<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cUnrelated persons\u201d caps have long been defended as a way to prevent overcrowding and protect housing quality. But supporters of reform argue that in practice, the rules don&#8217;t function as a safety regulation and instead act as a barrier to basic affordability\u2014one that falls hardest on the people most likely to rely on shared housing: students, low-income renters, and anyone priced out of living alone.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That collision is getting harder to ignore as roommate living becomes more common. The share of young adults living with nonrelatives has been rising as college costs and big-city rents climb, a <a href=\"https:\/\/budgetmodel.wharton.upenn.edu\/issues\/2025\/2\/19\/change-in-american-families-favoring-cohabitation-over-marriage\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:2024 study found;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">2024 study found<\/a>. The increases were most pronounced among people under financial pressure and those with less family support\u2014exactly the groups with the fewest alternatives when laws make shared living harder.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWith housing costs rising so quickly today, sharing space like that is more important than ever,\u201d the bill memo notes. \u201cYet in many Pennsylvania communities, outdated rules make these kinds of living arrangements illegal.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The same policy ecosystem also helps explain why SROs and boarding houses have nearly disappeared.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cOver the past several decades, zoning rules limiting unrelated tenants, building and safety codes requiring private kitchens and bathrooms, and urban renewal projects have largely phased SROs and boarding housing out,\u201d says Jiayi Xu, an <a href=\"https:\/\/www.realtor.com\/research\/author\/jiayixu\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:economist;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">economist<\/a> at <a href=\"http:\/\/realtor.com\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Realtor.com;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Realtor.com<\/a>\u00ae.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cToday, most municipalities either ban or heavily restrict these units, leaving low-income singles with few legal, flexible housing options,\u201d she adds.<\/p>\n<p>Pennsylvania\u2019s housing pipeline problem<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For anyone following housing trends, the bill might seem out of place. Pennsylvania has been making headlines for something rare in 2026: relative affordability.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Starter homes in the state rank among the most affordable in the Northeast, even for buyers <a href=\"https:\/\/www.realtor.com\/advice\/hyperlocal\/salary-you-need-to-buy-home-pennsylvania\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:earning around $50,000;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">earning around $50,000<\/a>. Pittsburgh, meanwhile, has been singled out as one of the country\u2019s most affordable major metros, with <a href=\"https:\/\/www.realtor.com\/news\/trends\/pittsburgh-pennsylvania-most-affordable-large-housing-market\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:median prices still below $250,000;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">median prices still below $250,000<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But \u201caffordable\u201d doesn\u2019t mean \u201cfixed,\u201d especially when it&#8217;s a relative measure up against a country in crisis.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While house hunters may have more affordable options today, Pennsylvania\u2019s bigger problem is upstream. The state isn\u2019t building enough homes to keep pace with demand, especially in the places where jobs, schools, and population growth are concentrated. That weak pipeline is the main reason the state still struggles on broader affordability measures.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In its latest <a href=\"https:\/\/www.realtor.com\/research\/state-report-cards-2025\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:State-by-State Housing Report Card;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">State-by-State Housing Report Card<\/a> from Realtor.com, <a href=\"https:\/\/www.realtor.com\/advice\/hyperlocal\/pennsylvania-housing-construction-homebuilding-affordability\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Pennsylvania;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Pennsylvania<\/a> earned a C, driven in large part by low levels of new construction and relatively high prices for newly built homes, says Xu. That\u2019s where the Golden Girls Law could help.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cHB 2109 could expand legal shared housing and lower costs for singles and low-income renters in tight markets,\u201d Xu says. \u201cBut it won\u2019t dramatically change statewide affordability challenges\u2014achieving that would require broader zoning reform, financing incentives, and new unit creation.\u201d<\/p>\n<p>SROs won\u2019t solve affordability outright, but they can restore a missing rung<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">SROs and boarding houses aren\u2019t a universal fix, but they\u2019re not trying to be, either.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That could ultimately be their superpower. Instead of a holistic fix, these units are designed for a specific gap in the market that has been hurting for years.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cSROs and boarding houses are meaningful tools for singles, low-income workers, and students, especially in high-cost cities,\u201d says Xu. \u201cHowever, because they feature small rooms and shared kitchens and bathrooms, they are unsuitable for families and cannot solve housing affordability for households with children.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Still, the historical case is hard to ignore.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In some major U.S. cities, SROs once made up about 10% of the rental stock, offering a basic, low-rent rung that\u2019s largely disappeared, according to research from <a href=\"https:\/\/www.pew.org\/en\/research-and-analysis\/issue-briefs\/2025\/07\/how-states-and-cities-decimated-americans-lowest-cost-housing-option\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Pew;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Pew<\/a>. The Pew analysis argues that if SRO-style housing had simply grown alongside the broader housing supply since 1960, the U.S. would have roughly 2.5 million more of these units today\u2014exactly the kind of \u201cin-between\u201d housing that helps keep people from getting priced out entirely.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And while current estimates put closing the national <a href=\"https:\/\/www.realtor.com\/news\/trends\/housing-shortage-supply-gap-data\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:housing gap seven years out;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">housing gap seven years out<\/a>, HB 2109\u2019s pitch offers localities speed.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cReforming occupancy limits could quickly unlock housing supply that is currently illegal or constrained, by converting large houses, commercial buildings, or underused spaces into shared units,\u201d Xu says. \u201cUnlike new construction, this approach avoids long permitting delays and high costs. It would have the greatest impact in high-rent, high-demand markets like Philadelphia and in student or worker hubs like Pittsburgh, helping to absorb demand and ease pressure on traditional rentals.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"In Pennsylvania, the &#8220;Golden Girls&#8221; might need a lawyer.
