State bill may seal the deal."},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"YOHMCSU5G5ENXFLGJMMEHT65BQ\"><a href=\"https:\/\/www.eastonsd.org\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.eastonsd.org\/\">Easton Area School District<\/a> students might have to say goodbye to their phones during the school day in the near future. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NSTLI6CC3NATLCXPN774OKVRIQ\">Discussion of a possible cell-phone-free school day took place during last <a href=\"https:\/\/www.youtube.com\/watch?v=4HOwW6TYKP0\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.youtube.com\/watch?v=4HOwW6TYKP0\">Tuesday\u2019s Easton Area School Board meeting<\/a>, as proposed state legislation could change school policy.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BS3ICHOBSRBSFNTKGNEZZIRRCY\">William Quinn, president of the Easton Area Education Association, spoke in favor of limiting student cell phone use, citing changes in classroom dynamics since the rise of smartphones and social media. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"76DIC77LSJDMHIJP4UVW2SNWBI\">Quinn emphasized various issues such as student disengagement and loss of instructional time related to unrestricted phone access during the school day. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FNM6OASVC5AIDCLJVUPSWGSMQM\">\u201cRestricting the use of cell phones during the day is good for all of our students, and puts the focus back on academics and all of our schools,\u201d Quinn said. \u201cOur teachers need this. Our students need this.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YQ3CFVW5XFEAFDQLX3R6KLDU2M\">He also pointed to academic and mental health concerns, including bullying through social media and coordination of fights through texting. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6JBPKU5LCZAOXMD4CZC2PK7GC4\">\u201cWhat can be done? PA Senate Bill 1014,\u201d Quinn said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"P235GE4KUVHEVH2BZF4W3F7CPE\"><a href=\"https:\/\/www.palegis.us\/legislation\/bills\/text\/PDF\/2025\/0\/SB1014\/PN1352\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.palegis.us\/legislation\/bills\/text\/PDF\/2025\/0\/SB1014\/PN1352\">PA Senate Bill 1014<\/a> would amend the Pennsylvania Public School Code to require all school entities to adopt a bell-to-bell, phone-free policy by the 2027-28 school year. The bill would prohibit student use of personal mobile devices during the school day while on school property.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L2GHUG3K55DW5PNMMPAV262C5A\">The proposed legislation allows exceptions for medical needs, individualized education programs like 504 plans, English language learning support or limited instructional use approved by school administrators. Schools would also be required to provide parents with reliable methods to contact students during the school day.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6OYBM7Q6NVDDPGA6FNC7XDYVDE\">Under the bill, school districts would need to seek public input before adopting or amending their policies and post finalized policies online. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FVK46ARRYVFODP5W7OA3GRXL3Q\">The Pennsylvania Department of Education would be responsible for reporting on the impact of these policies on student discipline, mental health, attendance and academic performance.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DPHHTEKF4FHUJIZO5HR734BX4E\">Pennsylvania Gov. Josh Shapiro supported restrictions on student cell phone use in schools in a <a href=\"https:\/\/x.com\/GovernorShapiro\/status\/2016949619226263630?s=20\" target=\"_blank\" rel=\"nofollow\" title=\"https:\/\/x.com\/GovernorShapiro\/status\/2016949619226263630?s=20\">recent post on X<\/a>. He called on the state legislature to send the bill to his desk. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SLYSQP2OK5FGFIYIV6EDHJODTM\">\u201cIt\u2019s time for us to get distractions out of the classroom and create a healthier environment in our schools,\u201d he said in the post.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RXG64KLPGZB5NOQ4KL64EGZZDM\">As of Dec. 9, the bill is in its second consideration phase. If it receives a third consideration, the bill would proceed to the state House. After passing both chambers, it would reach Shapiro\u2019s desk.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AFZVU3HA2BA2XFLGWYUSLQVPFQ\">The state Senate is set to reconvene at 2 p.m. Tuesday in the State Capitol Building in Harrisburg.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MEXFMRPOO5GMXCUCWPWVVMIUGE\">Quinn urged members of the school board to talk with legislators in support of the bill to move it forward.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TQNWPU26LVALVIQOOOCIPWPTCI\">Superintendent Tracy Piazza said maintaining technological relevance is important for the district, but cell phones are not necessary during instructional hours. She said the district plans to monitor the legislation closely and prepare for potential implementation at the local level if the bill becomes law.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"W5U6OFOYERFNTMWXIZOWAGH2SY\">\u201cIt is very likely within the next six to 12 months, we will see some form of a cell phone ban in school.
