{"id":106311,"date":"2026-02-05T21:05:09","date_gmt":"2026-02-05T21:05:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/106311\/"},"modified":"2026-02-05T21:05:09","modified_gmt":"2026-02-05T21:05:09","slug":"city-council-hears-concerns-over-ice-fire-department-staffing","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/106311\/","title":{"rendered":"City Council hears concerns over ICE, fire department staffing"},"content":{"rendered":"<p>At the Bethlehem City Council meeting on Tuesday, residents raised concerns about whether U.S. Immigrations and Customs Enforcement have access to Bethlehem Police Department data and about staffing shortages in the Bethlehem Fire Department.<\/p>\n<p>This meeting followed a Financial Committee meeting at which the City Council recommended approval of <a href=\"https:\/\/www.bethlehem-pa.gov\/Calendar\/Meetings\/2026\/Committee-Meetings\/456\" rel=\"nofollow noopener\" target=\"_blank\">10 amendments<\/a> to Bethlehem\u2019s budget, including transfers for the Fire Department\u2019s Pipeline Emergency Response Grant, additional revenue reported by the Bethlehem Golf Course and an Emergency Housing-Emergency Solutions grant.\u00a0<\/p>\n<p>All 10 amendments were approved unanimously at the general body council meeting.\u00a0<\/p>\n<p>Immigration and Customs Enforcement\u00a0<\/p>\n<p>On June 6, an <a href=\"https:\/\/thebrownandwhite.com\/2025\/06\/11\/ice-searches-near-five-10-flats-building-in-immigration-investigation\/\" rel=\"nofollow noopener\" target=\"_blank\">Immigration and Customs Enforcement raid<\/a> at the Five 10 construction site \u2014 part of the rebuilding of an apartment complex after a <a href=\"https:\/\/thebrownandwhite.com\/2025\/05\/02\/breaking-fire-breaks-out-at-five-10-flats\/\" rel=\"nofollow noopener\" target=\"_blank\">fire in May<\/a> \u2014 resulted in 17 arrests, <a href=\"https:\/\/www.lehighvalleynews.com\/bethlehem\/ice-conducts-search-in-south-side-bethlehem-police-say\" rel=\"nofollow noopener\" target=\"_blank\">according to Lehigh Valley News.<\/a> Community members <a href=\"https:\/\/thebrownandwhite.com\/2025\/06\/13\/bethlehem-community-mobilizes-to-protest-ice-raid\/\" rel=\"nofollow noopener\" target=\"_blank\">protested the raids<\/a>\u00a0 the following weeks.\u00a0<\/p>\n<p>During public comment, Bethlehem resident Alex Mille said he was uneasy about the Bethlehem Police Department\u2019s contract with <a href=\"https:\/\/www.flocksafety.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Flock Safety<\/a>, a manufacturer of security hardware and software, particularly amid the presence of ICE in the city.\u00a0<\/p>\n<p>Miller said his concerns stem from instances in which other police departments failed to properly\u00a0 secure livestream video by not password-protecting administrative portals or by sharing unsecured links online. He also cited a <a href=\"https:\/\/jsis.washington.edu\/humanrights\/2025\/10\/21\/leaving-the-door-wide-open\/\" rel=\"nofollow noopener\" target=\"_blank\">University of Washington Center of Human rights study<\/a> that found U.S. Border Patrol agents had backdoor access to Flock Safety automated license plate reader cameras used by several local police departments.\u00a0<\/p>\n<p>Miller said the Department of Homeland Security\u2019s purchase in <a href=\"https:\/\/www.wnep.com\/article\/news\/local\/schuylkill-county\/schuylkill-county-ice-processing-facility-dhs-tremont-township-purchase\/523-cf708431-85ba-43a3-b710-9399fd22d4b2#:~:text=Schuylkill%20County-,DHS%20buys%20Schuylkill%20County%20warehouse%20for%20nearly%20%24120%20million,million%20yearly%20tax%20loss%20expected.\" rel=\"nofollow noopener\" target=\"_blank\">Schuylkill Haven <\/a>and <a href=\"https:\/\/www.nbcphiladelphia.com\/news\/local\/ice-buys-warehouse-berks-county\/4344896\/\" rel=\"nofollow noopener\" target=\"_blank\">Berks county<\/a> Pennsylvania, which he believes will be used to detain people, heightens the urgency for the Bethlehem Police Department to end its contract with Flock Safety.\u00a0<\/p>\n<p>\u201cI urge you to end the city\u2019s partnership with an endorsement of Flock safety,\u201d Miller said.<\/p>\n<p>\u201cDo not continue to pay a company that is at best grossly negligent and complicit in unspeakable state-led violence and cruelty. So many realms of modern life have been forever changed by Silicon Valley\u2019s ethos \u2014 move fast and break things \u2014 surely we should not apply this to our civil liberties.\u201d<\/p>\n<p>Bethlehem Police Chief Michelle Kott said the department\u2019s contract with Flock Safety states that the Bethlehem Police Department is the sole owner of data collected through the company\u2019s automatic license plate readers.\u00a0<\/p>\n<p>Kott also said the department doesn\u2019t use Flock\u2019s Safety cameras, only its license plate readers. For cameras, the department contracts with Genetec Surveillance.\u00a0<\/p>\n<p>\u201cI am aware of what transpired,\u201d Kott said. \u201cSome police departments, for one reason or another, decided to release all of that information unredacted. It makes no sense. I can\u2019t speak to why they would do that, but that did indeed happen. But that\u2019s something that we\u2019re not in the practice of.\u201d\u00a0<\/p>\n<p>City Council member Hillary Kwiatek said she understands Miller\u2019s concerns, though she believes the police department is working to protect residents\u2019 data.\u00a0<\/p>\n<p>\u201cI think we all heard the news about the purchase of the warehouse in Berks County with some alarm and know that the Lehigh Valley is not alone and that something like 23 different municipalities have woken up to this news as well,\u201d Kwiatek said. \u201cBut our city and our valley is full of really good people who care and want to protect their neighbors and want to do the right thing.\u201d<\/p>\n<p>Bethlehem resident Henry Faber also spoke during public comment, reiterating Miller\u2019s concerns and calling on the City Council to adopt legislation preventing the Bethlehem Police Department from sharing information or resources with ICE.\u00a0<\/p>\n<p>\u201cAs it\u2019s been said, injustice anywhere is a threat to justice everywhere; inaction is action,\u201d Faber said. \u201cBy not acting you enable the ethnic cleansing of our community.\u201d\u00a0<\/p>\n<p>Understaffed fire department\u00a0<\/p>\n<p>Bethlehem\u2019s 2026 budget passed City Council on Dec. 16 by a 6-2 vote. Council members Bryan Callahan and Grace Crampsie Smith voted against the budget, citing its failure to fund additional firefighters.\u00a0\u00a0<\/p>\n<p>During public comment, Bethlehem resident Stephan Antalics raised similar concerns and said the decision not to replace four firefighters dismissed in 2025 leaves the community vulnerable.<\/p>\n<p>\u201cThe approval of the city budget, which allowed the hiring of several individuals as officers of the Department of Human and Economic Development, and the recent vote by this body to not replace the four dismissed firemen has sent a very clear message to the community,\u201d Antalics said. \u201cRevenue enhancement over public safety.\u201d\u00a0<\/p>\n<p>Later in the meeting, Callahan said he would continue working to identify funding to increase fire department staffing.\u00a0<\/p>\n<p>\u201cI am not gonna let (the fire department\u2019s understaffing issue) die,\u201d he said. \u201cI don\u2019t want to stop pushing that until we get these guys fully staffed. I know there\u2019s a study going on, but the study\u2019s going to tell us exactly what the firemen already told us.
