To get an early version sent directly to your inbox, sign up <a href=\"https:\/\/nationalpost.com\/newsletters\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:here.;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">here.<\/a><\/p>\n<p>TOP STORY<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This week, B.C. premier David Eby announced that he was appointing an extortion czar to help manage the worsening problem of violent extortions.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Former Mountie Paul Dadwal would be placed in charge of a new community advisory committee to \u201cclose any gap between community members and police\u201d in regards to frequent instances of B.C. businesses being shaken down for cash by\u00a0gangsters.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It\u2019s but the latest sweeping public gesture made by a government official in reaction to news that Canada is increasingly losing control of a major city.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In September, the federal government declared that the Lawrence Bishnoi gang \u2014 an organized crime group from India that has been linked to many of the alleged extortions \u2014 would <a href=\"https:\/\/www.canada.ca\/en\/public-safety-canada\/news\/2025\/09\/government-of-canada-lists-the-bishnoi-gang-as-a-terrorist-entity.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:henceforth be a designated terror entity;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">henceforth be a designated terror entity<\/a>. Last week, Public Safety Minister Gary Anandasangaree said he had deputized two RCMP helicopters to help stem the crisis.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And in late January, Surrey City Council called for their community to be placed under a state of emergency.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the extortion crisis is underlain by two problems that are worsening crime almost everywhere else in Canada.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">First, foreign criminals have been able to exploit a porous and overwhelmed Canadian immigration system. Second, a justice system is proving chronically unable to send these foreign criminals home or even keep them in jail.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The result is that Surrey, B.C. is now plagued by threats, shootings and arsons by criminals predominantly targeting the South Asian community.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Criminals send crudely worded demands for cash to homes or businesses, and if the money isn\u2019t paid the victim is met with violence.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">When the attacks were first starting up in 2023, the B.C. RCMP <a href=\"https:\/\/surreynowleader.com\/2023\/12\/08\/business-extortion-letters-linked-to-recent-white-rock-shooting\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:circulated an example;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">circulated an example<\/a> of what a typical extortion letter looked like. A sheet of paper topped with the word \u201cWARNING,\u201d it explained \u201cwe are Indian gang members, we want our share from your business like protection money.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The letter then adds, \u201cwe have links all over do not ignore us, it will efect you realy bad.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The extortions started with small businesses like auto shops, but in recent months began expanding to more brazen targets such as local media. The studios of Surrey\u2019s Swift 1200 AM were targeted by a shooting attack last September.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And then, starting just after New Years, the attacks massively accelerated. Almost every day this year has seen Surrey Police <a href=\"https:\/\/www.surreypolice.ca\/news-releases?page=1\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:announce;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">announce<\/a> some new shooting, threat or arson attack believed to be perpetrated by extortionists.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">On Jan. 19, for example, Surrey Police <a href=\"https:\/\/www.surreypolice.ca\/news-events\/news\/police-investigate-shots-fired-surrey-business-2\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:announced;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">announced<\/a> they were investigating a business in the city\u2019s East Cloverdale neighbourhood that had been peppered by gunfire overnight. The next day, a <a href=\"https:\/\/www.surreypolice.ca\/news-events\/news\/sps-investigating-early-morning-shooting\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:near-identical release;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">near-identical release<\/a> concerned a business in the city\u2019s Newton neighbourhood being hit by gunshots.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In January alone, Surrey Police tracked 36 separate extortion attacks.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And those are just the ones being reported to the police. In January, a police investigator told independent journalist Sam Cooper that extortion targets, many of whom are often repeat victims, were losing faith in Canadian law enforcement.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI\u2019m hearing of people living in hotels and they\u2019re footing the bill for themselves, or they\u2019ve left the country,\u201d <a href=\"https:\/\/www.thebureau.news\/p\/exclusive-inside-canadas-diaspora?utm_source=share&amp;utm_medium=android&amp;r=3ictll&amp;triedRedirect=true\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:he said;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">he said<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Or, in some cases, they\u2019re reportedly shooting back. Last month, Surrey Police <a href=\"https:\/\/vancouver.ctvnews.ca\/vancouver\/article\/surrey-extortion-victims-under-investigation-for-possibly-firing-back\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:announced;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">announced<\/a> that homeowners believed to have fired at alleged extortionists were under investigation for \u201cvigilantism.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The dual problems of lax immigration and a toothless criminal justice system were probably best highlighted in December, when Surrey Police arrested 15 Indian nationals suspected of extortion-related crimes, only for all 15 to immediately claim status as refugees.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Such an obvious exploitation of Canada\u2019s asylum system drew public condemnation from all three levels of government, with Eby calling the whole thing \u201cludicrous.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But it worked; even as Immigration, Refugees and Citizenship Canada vowed in a recent media statement that asylum claims would not shield criminals from punishment, the claims did indeed throw a wrench into Canada\u2019s normal removal procedures for accused criminals.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Reversing such \u201cmisuse of the system,\u201d said IRCC, would require an Act of Parliament.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Prior extortion arrests have <a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/extortion-sharma-indian-visa-cbsa-9.7007413\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:revealed suspects;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">revealed suspects<\/a> who entered the country on student visas, capitalizing on an unprecedented surge of temporary migration into Canada that often left immigration officials unable to perform even basic screening.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Vikram Sharma, an Indian national accused of two Bishnoi Gang extortion attacks, was one of hundreds of thousands to enter Canada on a student visa in 2022. That was the same year that the number of study permit holders in Canada <a href=\"https:\/\/nationalpost.com\/news\/politics\/canada-international-student-program\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:would soar to a record-breaking 807,000;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">would soar to a record-breaking 807,000<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Meanwhile, last month, Crown prosecutors revealed the details of <a href=\"https:\/\/vancouver.citynews.ca\/2026\/01\/12\/suspect-b-c-double-murder-arrived-canada-student-visa-weeks-earlier-crown\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:an accused double murderer;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">an accused double murderer<\/a> alleged to have killed a Guelph, Ont., couple in a robbery \u201cless than a month\u201d after arriving in Canada as a student.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Two of the alleged hitmen accused of carrying out the 2023 assassination of Sikh nationalist Hardeep Singh Nijjar in Surrey, B.C. had similarly entered Canada on student visas that the suspects themselves would boast had been \u201c<a href=\"https:\/\/www.cnmng.ca\/visa-in-record-time-for-one-of-the-alleged-killers-of-nijjar\/language\/english\/pelum\/34948\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:obtained in a few days;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">obtained in a few days<\/a>.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">All the while, in a law enforcement pattern that is now routine in every corner of Canada, arrested suspects are usually given bail. That was the general theme of a small anti-extortion protest in Surrey this week, with protest organizer Rasinder Kaur telling the CBC \u201cthe fear in our community is because (perpetrators) are not getting punished.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe problem we have is we have criminals knowing that they\u2019re going to come into Canada, commit crimes, get bail, claim refugee status. It\u2019s a matter of fact, it\u2019s not even up for contention,\u201d Ron Chhinzer, a Conservative activist and former anti-gang investigator, told The Hub in an interview last month.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u00a0<\/p>\n<p>IN OTHER NEWS<img alt=\" Speaking of public trust in law enforcement, the Toronto Police just announced the details of a particularly cinematic instance of Canadian police corruption. Within hours of announcing that he was heading to Washington, D.C. to try and break the impasse between Canada and the U.S., the National Post obtained a photo of Jivani with U.S. Vice President JD Vance. Jivani also <a href=\"https:\/\/ca.news.yahoo.com\/carney-says-government-briefed-conservative-165402477.html\" data-ylk=\"slk:relayed a message home;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">relayed a message home<\/a> from U.S. President Donald Trump. That message is: \u201cTell the Canadians I love them.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It would be hard even for a premier to get this kind of access. When Canadian organizations such as the secessionist Alberta Prosperity Project boast of meeting with White House officials, they\u2019re only ever meeting unnamed low-level functionaries. Jivani is probably managing it because of his friendship with Vance, which goes back to their law school days.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Nevertheless, the Carney government has dismissed the whole thing, and even the Conservative Party doesn\u2019t seem too pleased about it. None of the party\u2019s social media channels made any mention of the trip, nor did leader Pierre Poilievre.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Which is sort of a pattern with Jivani, who is still relatively new to the caucus and doesn\u2019t really jibe with its usual system of lockstep messaging. Right at the start of the 46th Parliament, Jivani came out with a solo campaign to <a href=\"https:\/\/www.jamiljivani.ca\/endtfwp\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:end the temporary foreign worker program;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">end the temporary foreign worker program<\/a>, reportedly without prior approval from Tory higher-ups.<\/p>\n<p><img alt=\" Earlier this week, this newsletter covered the fact that former prime minister Stephen Harper\u2019s portrait was unveiled in the House of Commons.
