{"id":110245,"date":"2026-02-10T18:11:07","date_gmt":"2026-02-10T18:11:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/110245\/"},"modified":"2026-02-10T18:11:07","modified_gmt":"2026-02-10T18:11:07","slug":"ntia-approves-pennsylvanias-bead-broadband-expansion-proposal","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/110245\/","title":{"rendered":"NTIA approves Pennsylvania\u2019s BEAD broadband expansion proposal"},"content":{"rendered":"<p>Pennsylvania is one step closer to expanding internet access across the state.\u00a0<\/p>\n<p>The National Telecommunications and Information Administration (NTIA) approved the commonwealth\u2019s Broadband Access, Equity and Deployment (BEAD) final <a href=\"https:\/\/app.powerbi.com\/view?r=eyJrIjoiMTMyZmRhNzMtNWY5NC00OTlmLTgxNjEtZjA1OTFlNWIxZTE2IiwidCI6IjVhMjNkMTNlLTBhM2UtNDI5MS04ZDMzLTM5N2Y2YTEwZjEwYiJ9\" rel=\"nofollow noopener\" target=\"_blank\">$790 million<\/a> proposal, according to Justin Backover, press secretary for the PA Department of Community and Economic Development (DCED).\u00a0<\/p>\n<p>The latest update follows multiple setbacks with the commonwealth\u2019s BEAD proposal.\u00a0<\/p>\n<p>But this doesn\u2019t mean it can jump right into implementation. Pennsylvania still has to finalize funding details and receive terms and conditions from the National Institute of Standards and Technology (NIST), Backover said.\u00a0<\/p>\n<p>DCED did not immediately respond to Technical.ly\u2019s questions about timelines for these approvals. The NTIA approval, however, took two months longer than the agency\u2019s <a href=\"https:\/\/www.spotlightpa.org\/news\/2026\/01\/pennsylvania-broadband-spending-federal-approval-rural-issues\/\" rel=\"nofollow noopener\" target=\"_blank\">self-imposed deadline<\/a>.<\/p>\n<p>BEAD is a federal program designed to expand broadband access nationwide. States, including Pennsylvania, have created long-term plans to award grants to internet service providers that will extend service to unserved and underserved communities.<\/p>\n<p>Broadband progress inches ahead<\/p>\n<p>The latest update follows multiple setbacks with the commonwealth\u2019s BEAD proposal.\u00a0<\/p>\n<p>As of last month, Pennsylvania was <a href=\"https:\/\/technical.ly\/civics\/bead-internet-broadband-funding-delay\/\" rel=\"nofollow noopener\" target=\"_blank\">one of only 10 states and territories that still hadn\u2019t received approval<\/a> for its proposal. <a href=\"https:\/\/www.ntia.gov\/funding-programs\/internet-all\/broadband-equity-access-and-deployment-bead-program\/progress-dashboard\" rel=\"nofollow noopener\" target=\"_blank\">Five states<\/a> \u2014 Alaska, California, Illinois, Oklahoma and Washington state \u2014 and Washington, DC are still waiting for approval.\u00a0<\/p>\n<p>The Pennsylvania Broadband Development Authority (PBDA), the state office in charge of distributing digital equity funding, <a href=\"https:\/\/technical.ly\/civics\/pennsylvania-moves-forward-with-793m-in-broadband-grants-to-expand-high-speed-internet-access\/\" rel=\"nofollow noopener\" target=\"_blank\">provisionally approved<\/a> almost $800 million in grants in early September before sending its final proposal to the NTIA.<\/p>\n<p>The commonwealth was originally allocated<a href=\"https:\/\/technical.ly\/civic-news\/pennsylvania-plan-deploy-billion-broadband-expansion\/\" rel=\"nofollow noopener\" target=\"_blank\"> $1.16 billion in BEAD funds<\/a> in 2023 and created a <a href=\"https:\/\/technical.ly\/civic-news\/pabda-five-year-plan-bead-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">five-year action plan<\/a> for how the funds would be used.\u00a0<\/p>\n<p>However, the PBDA had to scrap its plans and rewrite its proposal based on new program requirements after the NTIA issued a <a href=\"https:\/\/www.ntia.gov\/other-publication\/2025\/bead-restructuring-policy-notice\" rel=\"nofollow noopener\" target=\"_blank\">BEAD restructuring notice<\/a> last June.\u00a0<\/p>\n<p>As states around the country move forward with their BEAD proposals, uncertainty remains around the program\u2019s non-deployment funds, or the money left over after grants are distributed to ISPs for infrastructure investments.<\/p>\n<p>Non-deployment funds can be used toward digital equity efforts, such as <a href=\"https:\/\/technical.ly\/civic-news\/affordable-connectivity-program-ends-pennsylvania-broadband\/\" rel=\"nofollow noopener\" target=\"_blank\">affordable internet<\/a>, <a href=\"https:\/\/technical.ly\/diversity-equity-inclusion\/philadelphia-free-laptop-digital-divide-navigators\/\" rel=\"nofollow noopener\" target=\"_blank\">device distribution<\/a> and <a href=\"https:\/\/technical.ly\/civic-news\/digital-navigators-philadelphia-tech-gaps\/\" rel=\"nofollow noopener\" target=\"_blank\">adult digital literacy programs<\/a>, Drew Garner, director of policy engagement at the Benton Institute, previously told Technical.ly.
