According to deputies, Armstrong and his passenger, Reginald Russell, stole stuff from Walgreens before leading law enforcement on a chase, and then crashing into the canal. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"570\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-12-175457-1024x570.png\" alt=\"\" class=\"wp-image-1011194 lazyload\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/570;aspect-ratio:1.7965512632001068;width:607px;height:auto\"  data-\/>Photo of Ryan Armstrong <\/p>\n<p>Russell was found dead in the water after the crash.
