ICE detention facilities"},"content":{"rendered":"<p class=\"inq-p text-primary  \">Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\" rel=\"nofollow noopener\" target=\"_blank\">Josh Shapiro<\/a> implored Homeland Security Secretary Kristi Noem this week to reconsider converting warehouses in Berks and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/schuylkill\" rel=\"nofollow noopener\" target=\"_blank\">Schuylkill<\/a> counties into mass immigration detention centers, citing \u201creal harms\u201d to the communities. <\/p>\n<p class=\"inq-p text-primary  \">In a Thursday letter to Noem obtained by The Inquirer, Shapiro questioned the legality of the facilities, which the governor said could hold up to 9,000 people in total.<\/p>\n<p class=\"inq-p text-primary  \">Hinting at a possible lawsuit, Shapiro said if DHS goes through with converting the sites, his administration will \u201caggressively pursue every option to prevent these facilities from opening and needlessly harming the good people of Pennsylvania.\u201d<\/p>\n<p class=\"inq-p text-primary  \">As part of President <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a>\u2019s expanding deportation agenda, the federal government has started purchasing warehouses <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.bloomberg.com\/news\/features\/2026-01-29\/us-spends-hundreds-of-millions-on-warehouses-for-ice-detention-centers\" target=\"_blank\" rel=\"nofollow noopener\">across the country<\/a> to flip into U.S. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/immigration\" rel=\"nofollow noopener\" target=\"_blank\">Immigration<\/a> and Customs Enforcement detention centers. ICE is planning to spend $38.3 billion turning warehouses into detention centers, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.washingtonpost.com\/business\/2026\/02\/13\/ice-detention-center-expansion\/?utm_source=alert&amp;utm_medium=email&amp;utm_campaign=wp_news_alert_revere&amp;location=alert\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.washingtonpost.com\/business\/2026\/02\/13\/ice-detention-center-expansion\/?utm_source=alert&amp;utm_medium=email&amp;utm_campaign=wp_news_alert_revere&amp;location=alert\">The Washington Post reported<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">So far, two have been bought in Pennsylvania \u2014 <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/ice-warehouse-berks-county-immigration-detention-center-trump-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\">a nearly 520,000-square-foot facility in Upper Bern Township<\/a> and another in Tremont Township, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.wvia.org\/news\/local\/2026-01-30\/plans-for-ice-detention-center-in-schuylkill-county-draw-angry-concerned-residents-to-town-hall\" target=\"_blank\" rel=\"nofollow noopener\">where the purchase has drawn the ire of concerned residents<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">Shapiro slammed the department\u2019s escalating immigration enforcement strategy, saying that ICE and other federal immigration agents \u201cresort to unnecessary and excessive force, leading to innocent people being injured or tragically killed.\u201d <\/p>\n<p class=\"inq-p text-primary  \">\u201cYour Department\u2019s record is reason enough to oppose your plan to use warehouses in Schuylkill and Berks Counties as detention centers,\u201d Shapiro wrote, adding that the warehouses would also negatively impact residents\u2019 health and safety, deplete tax revenue, and put extra stress on local communities and emergency response. <\/p>\n<p class=\"inq-p text-primary  \">Tricia McLaughlin, DHS assistant secretary for public affairs, confirmed ICE\u2019s purchase of these two warehouses and the department\u2019s plans to use them as detention facilities in a statement to The Inquirer Friday. <\/p>\n<p class=\"inq-p text-primary  \">She said that the sites will \u201cundergo community impact studies and a rigorous due diligence process to make sure there is no hardship on local utilities or infrastructure prior to purchase\u201d and that the facilities would create economic benefits, including bringing more than 11,000 jobs to the two Pennsylvania communities in total.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThanks to the One Big Beautiful Bill, ICE has new funding to expand detention space to keep these criminals off American streets before they are removed for good from our communities,\u201d McLaughlin said. <\/p>\n<p class=\"inq-p text-primary  \">At an unrelated event last week, the Democratic governor <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/shapiro-ice-berks-trump-steamfitters-union-20260206.html\" target=\"_blank\" rel=\"nofollow noopener\">blasted the agency\u2019s \u201csecretive\u201d purchase of the Berks County warehouse,<\/a> saying he was not alerted of the decision ahead of time. <\/p>\n<p class=\"inq-p text-primary  \">At the time, Shapiro said the state was exploring \u201cwhat legal options we may have to stop\u201d the ICE purchase but said those options were slim. <\/p>\n<p class=\"inq-p text-primary  \">Shapiro has become more forceful in his <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-immigration-enforcement-response-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-immigration-enforcement-response-20260203.html\">opposition to federal immigration enforcement activities in recent weeks<\/a>, especially since federal agents fatally shot Alex Pretti in Minneapolis last month.<\/p>\n<p class=\"inq-p text-primary  \">He\u2019s said the Trump administration\u2019s strategies in American cities make communities less safe, violate constitutional rights, and erode trust in law enforcement. <\/p>\n<p class=\"inq-p text-primary  \">Shapiro, who is seen as <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-governor-reelection-campaign-presidential-race-20260108.html\" target=\"_blank\" rel=\"nofollow noopener\">a likely contender for the White House in 2028,<\/a> is up for reelection this year. His likely November opponent is Treasurer <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/stacy-garrity\" rel=\"nofollow noopener\" target=\"_blank\">Stacy Garrity<\/a>, a Trump-endorsed Republican who has<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/stacy-garrity-ice-josh-shapiro-20260130.html\" target=\"_blank\" rel=\"nofollow noopener\"> urged cooperation with ICE<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">In his letter to Noem, Shapiro said that DHS has not engaged local leaders to discuss the warehouse purchases and that both Democratic and Republican state and local officials have objected to the department\u2019s \u201cplans to interfere with our communities because of the chaos and harm your actions will bring.\u201d <\/p>\n<p class=\"inq-p text-primary  \">Some of Shapiro\u2019s cabinet secretaries also penned an additional letter to Noem where they stressed that the facilities would be detrimental to the communities\u2019 environment and public health and safety.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThe stress each facility will place on local infrastructure will, among other things, jeopardize Pennsylvanians\u2019 access to safe water, deplete resources and infrastructure needed for emergencies, and overextend already strained emergency response personnel,\u201d wrote Pennsylvania Health Secretary Debra L. Bogen, Fire Commissioner Thomas Cook, Emergency Management Director Randy Padfield, Environmental Protection Secretary Jessica Shirley, and Labor Secretary Nancy A. Walker. <\/p>\n<p class=\"inq-p text-primary  \">In addition to the warehouses, DHS is also leasing new office space throughout the country, including in the Philadelphia area. The department said back-office staff, including lawyers and analysts, will be moving into a building in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/berwyn\" rel=\"nofollow noopener\" target=\"_blank\">Berwyn<\/a>, and the department will also share space with the Department of Motor Vehicles at Eighth and Arch Streets in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/center-city\" rel=\"nofollow noopener\" target=\"_blank\">Center City<\/a>, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.wired.com\/story\/ice-expansion-across-us-at-heres-where-its-going-next\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.wired.com\/story\/ice-expansion-across-us-at-heres-where-its-going-next\/\">WIRED reported<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">Despite the governor\u2019s vocal opposition to Trump\u2019s enforcement strategies<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-immigration-enforcement-response-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\">, Pennsylvania still cooperates with ICE<\/a>. Shapiro\u2019s administration honors some ICE detainers in state prisons and provides ICE with access to state databases that include personal identifying information for immigrants. <\/p>\n<p class=\"inq-p text-primary  \">Immigrant rights groups have for months called on Shapiro to take more decisive action against federal immigration enforcement in Pennsylvania and end all cooperation with the agency. <\/p>\n<p class=\"inq-p text-primary  \">Staff writer Gillian McGoldrick contributed reporting. <\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
