{"id":1149,"date":"2025-10-15T08:02:13","date_gmt":"2025-10-15T08:02:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/1149\/"},"modified":"2025-10-15T08:02:13","modified_gmt":"2025-10-15T08:02:13","slug":"bethlehem-left-asking-what-would-you-do-as-displacement-of-homeless-camp-draws-closer","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/1149\/","title":{"rendered":"Bethlehem left asking \u2018What would you do?\u2019 as displacement of homeless camp draws closer"},"content":{"rendered":"<p>BETHLEHEM, Pa. \u2014 There\u2019s often more than meets the eye when someone experiences homelessness, community members stressed to City Council last week.<\/p>\n<p>Terry Schew said he lives in an encampment on nearby Norfolk Southern railroad property that\u2019s facing displacement on Dec. 15.<\/p>\n<p>\u201cThe middle of winter \u2014 you\u2019re gonna literally have people dead,\u201d Schew said. \u201cThe shelters don\u2019t and can\u2019t hold that many.<\/p>\n<p>\u201cIt\u2019s on somebody else\u2019s conscience.\u201d<\/p>\n<p>Norfolk Southern, in an Aug. 25 letter, <a class=\"Link\" href=\"https:\/\/www.lehighvalleynews.com\/bethlehem\/before-bethlehem-homeless-camp-is-broken-up-pointed-talk-to-pave-the-way\" rel=\"nofollow noopener\" target=\"_blank\">requested city police assistance in \u201cfacilitating the removal\u201d<\/a> of an estimated 30 people living in tents along 22 acres of its property near the Lehigh River.<\/p>\n<p>    \u201cWhen they see us down there, they will put everybody in the same category, whether we do drugs or not. I, myself, am a college student. I work four jobs right now.\u201d<\/p>\n<p>Destiny of Bethlehem<\/p>\n<p>The land in question includes about 4.5 acres on either side of the Hill-to-Hill Bridge and State Route 378 in Lehigh County, as well as more than 17 acres at Sand Island Park, Fahy Bridge and more land to the east and past Stefko Boulevard, in both Lehigh and Northampton counties.<\/p>\n<p>Norfolk Southern also offered assistance in finding resources for those displaced.<\/p>\n<p>The company&#8217;s police department cited &#8220;significant health and safety concerns&#8221; on site.<\/p>\n<p>&#8220;Apparently I exist because I\u2019m here. I\u2019m alive,\u201d Schew said.<\/p>\n<p>\u201cI\u2019m not a bum \u2014 far from it. Lehigh St. in Bethlehem.<\/p>\n<p>Officials: Have met challenges in stride<\/p>\n<p>Marc Rittle, executive director for New Bethany Inc. at Fourth and Wyandotte streets in South Bethlehem, said there\u2019s already forward momentum happening behind the scenes in his nonprofit\u2019s work.<\/p>\n<p>A resident of the community for more than 20 years, Rittle said Bethlehem is \u201creally good at coming together in a crisis\u201d such as the present case \u2014 as more than 30 people will be affected by the camp breaking up, according to a recent figure from the city.<\/p>\n<p>    &#8220;A solution will be a combination of efforts, including dollars and space for temporary housing, resources for behavioral health services and really a whole lot more than that.\u201d<\/p>\n<p>Marc Rittle, executive director for New Bethany Inc. in South Bethlehem<\/p>\n<p>\u201cWe already know quite a bit about the population that we serve, so I consider that good news, and puts us ahead of the game in terms of coming up with a plan,\u201d Rittle said.<\/p>\n<p>He called the railroad\u2019s decision \u201cunfortunate\u201d but appreciated at least some time to plan what\u2019s next.<\/p>\n<p>\u201cWe also know that each person has a different barrier to finding shelter, finding a home,&#8221; he said. <\/p>\n<p>&#8220;So a solution will be a combination of efforts, including dollars and space for temporary housing, resources for behavioral health services and really a whole lot more than that.\u201d<\/p>\n<p>    \u201cI think it\u2019s all on the table as far as what those potential options are.\u201d <\/p>\n<p>Bethlehem Mayor J. William Reynolds <\/p>\n<p>Bethlehem officials said the city\u2019s Community Connections program, which dates to 2020 and pairs social workers and police officers with people in need, will keep on the gas.<\/p>\n<p>And discussions will remain underway for what\u2019s next for Bethlehem, its social service organizations and the people in question.<\/p>\n<p>\u201cI think it\u2019s all on the table as far as what those potential options are,\u201d Mayor J. And that\u2019s where we\u2019re at for a lot of folks.\u201d<\/p>\n<p>Rapp is the pastor at Christ Church UCC in Bethlehem, 75 E. Market St., where the shelter operates alongside S.T.A.R.<\/p>\n<p>He said BES averaged 65 guests per night last season, and space likely will fill up fast on opening day depending on the weather.<\/p>\n<p>More than 85% of those served by BES \u201chave grown up here, have gone to school here, have raised families here,\u201d Rapp said.<\/p>\n<p>The shelter has seen increasing populations in the age ranges of 18-29 and 50-59. They\u2019re often starting from scratch, even when they have a job, he said.<\/p>\n<p>Last year, 109 people experiencing homelessness for the first time came by the shelter for assistance, Rapp said.<\/p>\n<p>    &#8220;This growing trend could just mean we\u2019re just going to continuously move folks around \u2014 and we\u2019re already starting to see that.\u201d<\/p>\n<p>Bethlehem Emergency Sheltering Executive Director Bob Rapp<\/p>\n<p>And now, he said, there are \u201ca handful\u201d of cases in which someone leaving the Jordan Creek encampment in Allentown \u2014 <a class=\"Link\" href=\"https:\/\/www.lehighvalleynews.com\/allentown\/homelessness-is-solvable-community-conversation-searches-for-solutions-for-allentowns-unhoused\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">recently called to evict<\/a> due to its location in an active flood zone \u2014 have made their way to Bethlehem.<\/p>\n<p>\u201cNow they\u2019ll be displaced again,\u201d Rapp said.<\/p>\n<p>\u201cSo this growing trend could just mean we\u2019re just going to continuously move folks around \u2014 and we\u2019re already starting to see that.\u201d<\/p>\n<p>He said to imagine what it would be like being forced to downsize your living situation in just a few months time.<\/p>\n<p>\u201cWe need to find something that we can promote \u2014 something safe, something clean, something maintained \u2014 where folks can work their way up and work their way out,\u201d Rapp said.<\/p>\n<p>\u201cAnd I tell folks this all the time: We utilize that model when we send our kids and our grandkids off to college. We utilize that model when we send our kids and grandkids off to military service.&#8221;<\/p>\n<p>City Council next meets 7 p.m. Tuesday, Sept. 16, at Bethlehem Town Hall rotunda, 10 E.
