Proponents say they\u2019ll bring jobs and tax revenue, while critics are worried about energy and water use.\u00a0<\/p>\n<p>Technical.ly reporter <a href=\"https:\/\/pittsburgh.citycast.fm\/podcasts\/inside-pas-data-center-boom\" rel=\"nofollow noopener\" target=\"_blank\">Alice Crow joined City Cast Pittsburgh<\/a> host Megan Harris to break it all down.<\/p>\n<p>\u201cFor a lot of communities, this is the first time that they\u2019re ever hearing about a data center,\u201d Crow said. \u201cIn the last couple of years, and in 2025 specifically, data centers really exploded in the public consciousness.\u201d<\/p>\n<p>Data center energy use in PA is expected to grow 10x over the next half decade.<\/p>\n<p>Last year, federal and state officials touted <a href=\"https:\/\/technical.ly\/civics\/pennsylvania-90b-ai-energy-explainer\/\" rel=\"nofollow noopener\" target=\"_blank\">$90 billion in investments<\/a> in PA related to the infrastructure projects, alongside several <a href=\"https:\/\/technical.ly\/civics\/shapiro-energy-39m-pennsylvania-data-centers\/\" rel=\"nofollow noopener\" target=\"_blank\">other energy<\/a> <a href=\"https:\/\/technical.ly\/civics\/amazon-20b-pennsylvania-cloud-ai\/\" rel=\"nofollow noopener\" target=\"_blank\">and AI initiatives<\/a>.\u00a0<\/p>\n<p>More than <a href=\"https:\/\/www.datacentermap.com\/usa\/pennsylvania\/\" rel=\"nofollow noopener\" target=\"_blank\">100 data centers<\/a> are already in operation across Pennsylvania, but there are dozens more in planning \u2014 much bigger ones. Data center energy use in the state is expected to <a href=\"https:\/\/maps.nrel.gov\/speed-to-power\/data-viewer?vL=6834e82591241decedd4ef8c%2C6838ae2891241decedd4ef8f%2C6973f60c8dd04c05f5987ee1&amp;b=%5B%5B-81.036396%2C36.721457%5D%2C%5B-72.272961%2C43.789554%5D%5D\" rel=\"nofollow noopener\" target=\"_blank\">grow 10x over the next half decade<\/a>, according to US Dept. of Energy projections.\u00a0<\/p>\n<p>Energy is part of <a href=\"https:\/\/technical.ly\/civics\/data-centers-pennsylvania-legislation\/\" rel=\"nofollow noopener\" target=\"_blank\">what makes Pennsylvania attractive<\/a> for data center developers. The state has strong natural gas reserves and <a href=\"https:\/\/technical.ly\/civic-news\/three-mile-island-microsoft-ai-pennsylvania\/\" rel=\"nofollow noopener\" target=\"_blank\">nuclear plants<\/a>, plus plenty of abandoned industrial sites. They\u2019re the physical manifestation of \u201cthe cloud.\u201d\u00a0<\/p>\n<p>Every time you search Google, stream a Netflix movie, send an email or, yes, query a chatbot like ChatGPT, you\u2019re relying on one of these facilities, Crow explained.\u00a0<\/p>\n<p>The recent AI boom has <a href=\"https:\/\/www.deloitte.com\/us\/en\/insights\/industry\/power-and-utilities\/data-center-infrastructure-artificial-intelligence.html\" rel=\"nofollow noopener\" target=\"_blank\">dramatically increased demand<\/a> for \u201chyperscale\u201d data centers, or massive versions of these facilities built to handle unprecedented amounts of computing power (often referred to as \u201ccompute\u201d).<\/p>\n<p>There are two reasons Big Tech companies are <a href=\"https:\/\/www.wired.com\/story\/expired-tired-wired-data-centers\/\" rel=\"nofollow noopener\" target=\"_blank\">rapidly expanding this infrastructure<\/a>. The first is to train new models. That doesn\u2019t really have to do with everyday use \u2014 it\u2019s just to stay ahead of the competition \u2014 but the second reason does. When AI needs recent information to create an answer, it has to search across huge swaths of the internet in a relatively short time.\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u201cOne of the defining features [of AI] is that, especially with large language models, they have to be able to access tons of data to be able to have the output that they do,\u201d Crow told City Cast host Harris.<\/p>\n<p>Water, noise and energy use<\/p>\n<p>Data centers <a href=\"https:\/\/www.aboutamazon.com\/news\/aws\/aws-data-center-inside\" rel=\"nofollow noopener\" target=\"_blank\">operate 24\/7<\/a>, powering servers and maintaining backup systems to avoid any blips in service. A US Dept. of Energy report found that in 2024, data centers consumed at least <a href=\"https:\/\/www.energy.gov\/articles\/doe-releases-new-report-evaluating-increase-electricity-demand-data-centers#:~:text=The%20report%20finds%20that%20data,total%20U.S.%20electricity%20by%202028.\" rel=\"nofollow noopener\" target=\"_blank\">4% of the nation\u2019s electricity<\/a>. That\u2019s projected to rise to <a href=\"https:\/\/www.energy.gov\/articles\/doe-releases-new-report-evaluating-increase-electricity-demand-data-centers#:~:text=The%20report%20finds%20that%20data,total%20U.S.%20electricity%20by%202028.\" rel=\"nofollow noopener\" target=\"_blank\">7% to 12% by 2028<\/a>.\u00a0<\/p>\n<p>Most Pennsylvania facilities <a href=\"https:\/\/technical.ly\/civics\/shapiro-renewable-energy-pennsylvania-ai-data-centers\/\" rel=\"nofollow noopener\" target=\"_blank\">rely on natural gas<\/a>. Water for cooling servers must be chemically treated and can\u2019t easily be reused, Crow said. Both of these factors have raised environmental concerns.<\/p>\n<p>It can also <a href=\"https:\/\/technical.ly\/civics\/data-center-energy-cost-pennsylvania\/\" rel=\"nofollow noopener\" target=\"_blank\">impact electricity bills<\/a>. Hyperscale facilities, like the ones tech giants say they need to advance AI, increase energy demand. They often require costly grid upgrades, and utilities have traditionally spread those costs across customers.\u00a0<\/p>\n<p>To mitigate this, PA legislators are pushing data centers <a href=\"https:\/\/www.cityandstatepa.com\/policy\/2026\/02\/pa-lawmakers-show-bipartisan-interest-standards-data-centers\/411252\/\" rel=\"nofollow noopener\" target=\"_blank\">to create their own energy<\/a> instead of relying on the grid, Crow said. In other states like Ohio, utility commissions are <a href=\"https:\/\/technical.ly\/civics\/data-center-energy-cost-pennsylvania\/#:~:text=Ohio%20has%20already%20enacted%20similar%20regulation\" rel=\"nofollow noopener\" target=\"_blank\">requiring data centers to pay for energy use<\/a> in advance, to help fund the expected infrastructure buildout.<\/p>\n<p>Plus, large data centers can be loud, Crow added, with residents living nearby often reporting <a href=\"https:\/\/www.techtarget.com\/searchdatacenter\/tip\/Understanding-the-impact-of-data-center-noise-pollution\" rel=\"nofollow noopener\" target=\"_blank\">noise pollution<\/a>.<\/p>\n<p>Some economic benefits are real, but long-term job creation is low<\/p>\n<p>Pennsylvania attracts data centers due to natural gas reserves and a <a href=\"https:\/\/technical.ly\/entrepreneurship\/springdale-pennsylvania-data-center-pittsburgh-money-moves\/\" rel=\"nofollow noopener\" target=\"_blank\">plethora of<\/a> <a href=\"https:\/\/technical.ly\/civics\/homer-city-indiana-county-pennsylvania-data-center-permit-approval\/\" rel=\"nofollow noopener\" target=\"_blank\">old industrial sites<\/a>. The facilities offer economic benefits \u2014 <a href=\"https:\/\/technical.ly\/workforce\/data-center-jobs-explainer-maryland\/\" rel=\"nofollow noopener\" target=\"_blank\">construction jobs<\/a>, property <a href=\"https:\/\/technical.ly\/workforce\/maryland-data-center-summit-report-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">tax revenue<\/a> and positive ripple effects on local businesses \u2014 but long-term employment <a href=\"https:\/\/thenevadaindependent.com\/article\/do-data-centers-create-few-permanent-jobs\" rel=\"nofollow noopener\" target=\"_blank\">is usually small<\/a>, according to Crow.<\/p>\n<p>In some regions where local economies rely heavily on the energy sector, data centers are a welcome addition. That\u2019s why Gov. Josh Shapiro recently announced criteria for data centers to qualify for fast permitting and tax benefits.\u00a0<\/p>\n<p>Local councils are also <a href=\"https:\/\/technical.ly\/civics\/allegheny-county-data-center-springdale-vote\/\" rel=\"nofollow noopener\" target=\"_blank\">monitoring land sales and<\/a> <a href=\"https:\/\/technical.ly\/civics\/luzerne-county-pennsylvania-data-center-zoning\/\" rel=\"nofollow noopener\" target=\"_blank\">tweaking zoning laws<\/a> to address these developments.<\/p>\n<p>\u201cAs long as we have digital lives, data centers will exist,\u201d Crow said, \u201cand so as our digital footprint increases, I think the demand for data centers will continue.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Data center development is seriously heating up in Pennsylvania, and it\u2019s sparking debate.
