Without arrests and convictions, local families continue to suffer, waiting for their loved one to get justice.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">When a parent loses a child, it is like living life out of order, locked in with a pain that never goes away. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Walt and Virginia O\u2019Leary have been locked in since November 3, 2025.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI couldn\u2019t breathe,\u201d Virginia O\u2019Leary said. \u201cJust no&#8230; No, this didn\u2019t happen.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Their son <a href=\"https:\/\/www.wpxi.com\/news\/local\/man-shot-killed-during-house-party-duquesne\/C3UBIAPEYJBEFKAJH4TGX2CGXQ\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/local\/man-shot-killed-during-house-party-duquesne\/C3UBIAPEYJBEFKAJH4TGX2CGXQ\/\">Shawn O\u2019Leary was shot at a small house party in Duquesne.<\/a> The 32-year-old died before police arrived, leaving behind two children, aged ten and one. The oldest now has no parents. His mom passed away several years ago. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cHe would do anything for anybody,\u201d Walt O\u2019Leary said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\"><a href=\"https:\/\/www.wpxi.com\/news\/local\/residents-shocked-by-deadly-shooting-house-party-duquesne\/IUXD4DPECBAH3BTJN75TQ5WOGU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/local\/residents-shocked-by-deadly-shooting-house-party-duquesne\/IUXD4DPECBAH3BTJN75TQ5WOGU\/\">PREVIOUS COVERAGE &gt;&gt;&gt; Residents shocked by deadly shooting at house party in Duquesne<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Shawn\u2019s parents said he was funny, caring, a devoted father and a hard worker. He was an award-winning cook with dreams of owning his own business one day. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201c\u2018Hey bud.\u2019 I miss picking up that phone and hearing \u2018Hey bud,\u2019\u201d Walt O\u2019Leary said. \u201cI\u2019m in hell and I don\u2019t know how to get out.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">No one has been arrested in Shawn\u2019s death. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">The O\u2019Learys have joined a club they did not sign up for; families robbed of a loved one and left without answers. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Shawn O\u2019Leary is one of 71 homicide victims killed in Allegheny County last year alone. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\"><a href=\"https:\/\/www.wpxi.com\/news\/local\/allegheny-county-police-share-statistics-crime-2025\/WHR5SS5WTFF6THATXUXP2IRPCY\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/local\/allegheny-county-police-share-statistics-crime-2025\/WHR5SS5WTFF6THATXUXP2IRPCY\/\">PREVIOUS COVERAGE &gt;&gt;&gt; Allegheny County Police share statistics on crime in 2025<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">11 Investigates filed right-to-know requests for five years of homicide data, 2021-2025. We analyzed all 531 homicides that fell within that time frame and mapped the 529 with location data provided. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">All of the homicides were investigated by Allegheny County Police, Pittsburgh Police or Pennsylvania State Police. State police investigated just ten of the homicides. County police investigated 265 homicides, and Pittsburgh Police investigated 256.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">11 Investigates then created maps of all 500+ cases with location data, solved and unsolved.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">There are communities where 100 percent of the homicides during the 5-year window have been solved. For example, all four homicides in Scott Township and all six in Pitcairn have been solved. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">The data also shows neighborhoods where homicides are stacking up, including some where arrests lag.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">For example, of the 24 homicides that occurred in Wilkinsburg during the 5-year window, nearly half, 46 percent, are unsolved. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">In Penn Hills, there have been 26 homicides. Fifty percent of them have been solved. The other half remain unsolved. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Aside from the city of Pittsburgh, McKeesport had the most homicides at 31. But the solve rate is high. 74 percent, about three out of every four deaths, have been solved. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">This map, which excludes the city of Pittsburgh, represents two things: how many homicides occurred in each Allegheny County township, city or borough and the solve rate in each one. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">The larger circles represent a higher number of homicides. The lighter circles represent a higher solve rate. The darker the color, the higher the percentage of unsolved homicides. Using that scale, the most concerning areas are represented by large, dark bubbles. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">11 Investigates showed our findings to police leadership. Investigative reporter Jatara McGee sat down with Assistant Superintendent Victor Joseph at Allegheny County Police headquarters.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cIt\u2019s troubling. It\u2019s sad,\u201d he said, speaking about the pockets of unsolved cases. \u201cBut what I think is somewhat positive \u2013 it\u2019s starting to trend less homicides and a higher solve rate.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Joseph referenced the 50 percent solve rate in Penn Hills, saying that when he looked at each case within the 5-year window, he saw encouraging signs. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cWe\u2019ve seen trends recently that the violence is decreasing even in those hot spot areas, which is reassuring,\u201d he said.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Joseph has publicly praised county police\u2019s approach to addressing violent crime in contributing to the county\u2019s lower number of homicides and higher closure rate in recent years. He calls it an all-hands-on-deck approach, utilizing community policing, police work, technology and social service partnerships. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cTechnology plays a huge role. Our detectives are \u2013 they\u2019re very smart in social media, in LPRs, DNA,\u201d he said. \u201cBut that community component is critical.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">McGee asked if county police detectives are getting more cooperation than in the past.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI\u2019d say yes. I\u2019d say yes. Is it all the time? No,\u201d Joseph said. \u201cThe more cooperation we get from the community, the more successful we are. That\u2019s part of the formula.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Allegheny County Police continue to investigate Shawn O\u2019Leary\u2019s killing but say witness cooperation has been an issue.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cIt\u2019s sad for that victim, it\u2019s sad for his family, and it\u2019s frustrating for our detectives,\u201d Joseph said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI knew within an hour after they took his body out of the house, I knew what happened. I knew who killed him. I knew whose gun they used to kill him. I knew everything,\u201d Walt O\u2019Leary said. \u201cThe police don\u2019t really know because no one will talk to them.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cSo people are talking. They\u2019re just not talking to the police?\u201d McGee asked.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cCorrect,\u201d Walt O\u2019Leary said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Joseph concurred and urged witnesses to do the right thing and speak up. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">11 Investigates found case after case where the \u201csnitches get stiches\u201d mentality is keeping killers on the street. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cThe grief, the pain, it\u2019ll never go away for us,\u201d said Barbie Sampson, a local mom who lost her daughter to gun violence. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\"><a href=\"https:\/\/www.wpxi.com\/news\/top-news\/police-shut-down-part-parkway-search-evidence-shooting\/Y3NWJKGI6RALDPR6V6FMSJBT3Y\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/top-news\/police-shut-down-part-parkway-search-evidence-shooting\/Y3NWJKGI6RALDPR6V6FMSJBT3Y\/\">PREVIOUS COVERAGE &gt;&gt;&gt; Police shut down part of Parkway to search for evidence in shooting<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Sampson and Cathy Welsh have turned their pain into purpose. They\u2019ve become advocates for other families and are helping create better relationships between victims\u2019 families and police. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Welsh lost her son Jerame Turner in 2017. He was 16 years old. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\"><a href=\"https:\/\/www.wpxi.com\/news\/top-stories\/16-year-old-woodland-hills-student-killed-in-shooting-1-1\/654963421\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/top-stories\/16-year-old-woodland-hills-student-killed-in-shooting-1-1\/654963421\/\">PREVIOUS COVERAGE &gt;&gt;&gt; 16-year-old Woodland Hills student killed in shooting<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cFrom the time he was born, people were like, \u2018Oh, he\u2019s your mini.\u2019 He had a giant heart,\u201d Welsh said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\"><a href=\"https:\/\/www.wpxi.com\/news\/top-stories\/what-we-know-about-16-year-old-shooting-victim-jerame-turner\/655080734\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wpxi.com\/news\/top-stories\/what-we-know-about-16-year-old-shooting-victim-jerame-turner\/655080734\/\">PREVIOUS COVERAGE &gt;&gt;&gt; What we know about 16-year-old shooting victim Jerame Turner<\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Together, the two are opening doors for other families. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI promised myself after my daughter passed away that I would do whatever I could to help in the community,\u201d Sampson said. \u201cHere we are, this is what we do now.\u201d <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">They\u2019ve created <a href=\"https:\/\/www.facebook.com\/people\/Family-Seeking-Justice-Mon-Valley\/100093499292912\/\" rel=\"nofollow noopener\" target=\"_blank\">Families Seeking Justice,<\/a> a special kind of support group where families find support in each other but also get to connect with detectives assigned to their loved one\u2019s case.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI\u2019ve seen families travel out to Green Tree to the homicide offices and share information, and I never thought I would see that,\u201d Welsh said.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">For families like the O\u2019Learys, answers cannot come soon enough. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cHis future was robbed from the kids,\u201d Walt O\u2019Leary said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">\u201cI don\u2019t think I\u2019ll ever be the same,\u201d Virginia O\u2019Leary said. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Part two of Getting Away with Murder, focused on the city of Pittsburgh, airs Wednesday, February 18, at 11 p.m. <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 gJuxXh body-paragraph\">Homicide data was provided by PA state police, Allegheny County Police and City of Pittsburgh Police through Right-to-know requests and are current as of their response. Neighborhood-level data was either provided by City of Pittsburgh Police in the initial records response or by 11 Investigates using the provided address data and querying the City of Pittsburgh\u2019s database of neighborhoods.
