Previously she was an anchor in Shreveport, Louisiana at KTAL\/KMSS. Asia also worked as a Multi-Media Journalist at WHP-TV here in Harrisburg, PA.<\/p>\n
Asia got her break into news at KTVO in Ottumwa, Ia. While the 2020 caucuses were gearing up. Asia followed many candidates through their campaign trail from Senator Cory Booker, Congresswoman Tulsi Gabbard, and 46th President of the United States Joe Biden.<\/p>\n
Asia was born and raised in Norfolk, Va. She graduated from Old Dominion University in 2018 with a major in Communications.<\/p>\n

Fair housing is often viewed as a civil rights issue of the past\u2014but according to the latest report from the Pennsylvania Human Relations Commission (PHRC), the challenges facing Pennsylvanians today are urgent, evolving, and deeply interconnected.<\/p>\n
Brittany Mellinger, Director of Fair Housing and Commercial Property at PHRC, joined The Spark to break down the Commission\u2019s updated Fair Housing White Paper and what it reveals about access, opportunity, and ongoing barriers across the Commonwealth.<\/p>\n
Why Release an Updated Fair Housing Report Now?<\/p>\n
PHRC first released its white paper in 2023. Since then, housing conditions have shifted significantly.<\/p>\n
While many core concerns remain\u2014like discrimination and affordability\u2014the broader housing environment has changed, with escalating shortages and heightened pressure on vulnerable communities.<\/p>\n
The updated report reflects new data, updated patterns, and renewed urgency.<\/p>\n
What \u201cFair Housing\u201d Really Means<\/p>\n
Fair housing isn\u2019t just about blatant discrimination.<\/p>\n
It includes:<\/p>\n
Freedom from discrimination based on protected characteristics<\/p>\n
Equal access to housing opportunities<\/p>\n
The ability to maintain stable housing<\/p>\n
Protection from retaliation when reporting violations<\/p>\n
It also considers whether broader housing systems prevent people from securing or keeping homes\u2014even when discrimination isn\u2019t explicit.<\/p>\n
The Most Common Complaints: Disability Discrimination<\/p>\n
One of the most reported forms of housing discrimination in Pennsylvania involves disability.<\/p>\n
This often includes:<\/p>\n
Denial of reasonable accommodations (such as service or support animals)<\/p>\n
Refusal to allow modifications like grab bars or accessibility adjustments<\/p>\n
Policies that prevent individuals with disabilities from fully using and enjoying their housing<\/p>\n
These barriers can make the difference between stability and displacement.<\/p>\n
Source of Income Discrimination<\/p>\n
One major recommendation in the report is strengthening protections against \u201csource of income\u201d discrimination.<\/p>\n
Currently:<\/p>\n
There is no federal protection.<\/p>\n
Pennsylvania does not have statewide protections.<\/p>\n
Some localities offer limited safeguards.<\/p>\n
Source of income discrimination occurs when landlords refuse to rent to tenants based on how they pay their rent\u2014for example:<\/p>\n
In many parts of Pennsylvania, landlords can legally advertise \u201cNo vouchers accepted.\u201d<\/p>\n
This disproportionately affects seniors, individuals with disabilities, and families relying on assistance programs. PHRC argues that adding these protections would expand equal housing access across the state.<\/p>\n
Disparate Impact: When \u201cNeutral\u201d Policies Aren\u2019t Neutral<\/p>\n
The report also clarifies how discrimination is defined.<\/p>\n
Many people think of discrimination as direct denial\u2014refusing to rent to someone based on race, disability, or family status.<\/p>\n
But PHRC emphasizes \u201cdisparate impact\u201d as well.<\/p>\n
Disparate impact refers to policies that appear neutral but disproportionately harm protected groups.<\/p>\n
For example:
A housing provider might require full-time employment for all tenants. While not explicitly discriminatory, statistics show individuals with disabilities are less likely to be employed full-time. That policy, therefore, disproportionately excludes them.<\/p>\n
Such policies may still violate fair housing principles if less restrictive alternatives exist.<\/p>\n
Ongoing Segregation Patterns<\/p>\n
The report acknowledges that measurable segregation remains in Pennsylvania communities.<\/p>\n
Historical practices\u2014like 1930s redlining maps\u2014limited investment in communities of color. Many of those demographic and wealth patterns remain visible today in housing, health, and economic data.<\/p>\n
While overt redlining is illegal, its legacy continues to shape opportunity and access.<\/p>\n
Housing Affordability and Its Intersection with Fair Housing<\/p>\n
Pennsylvania faces a shortage of more than 200,000 affordable housing units.<\/p>\n
Affordability itself is not a protected class issue\u2014but when housing becomes scarce, vulnerable communities are disproportionately affected.<\/p>\n
Those most impacted often include:<\/p>\n
Individuals with disabilities<\/p>\n
Communities of color<\/p>\n
Older adults<\/p>\n
Single-parent households, especially female-headed households<\/p>\n
Housing shortages can amplify discriminatory patterns and limit reporting of violations\u2014especially when tenants fear losing their housing options altogether.<\/p>\n
Code Enforcement and Aging Housing Stock<\/p>\n
Pennsylvania has one of the oldest housing stocks in the country.<\/p>\n
Many calls to PHRC\u2019s fair housing line involve basic livability concerns:<\/p>\n
Lack of heat<\/p>\n
Plumbing failures<\/p>\n
Mold<\/p>\n
Pest infestations<\/p>\n
Structural deterioration<\/p>\n
While some municipalities have strong property maintenance enforcement systems, many\u2014particularly rural areas\u2014do not.<\/p>\n
Without consistent code enforcement, tenants may feel trapped. Reporting issues or withholding rent can risk eviction or lease non-renewal.<\/p>\n
PHRC recommends stronger, more uniform code enforcement across the state to protect families and stabilize housing conditions.<\/p>\n
The Bigger Picture<\/p>\n
The updated Fair Housing White Paper from the Pennsylvania Human Relations Commission makes clear that fair housing is not just about preventing discrimination\u2014it\u2019s about ensuring equal opportunity, stability, and safety in an increasingly strained housing market.<\/p>\n
While significant progress has been made over decades, the report shows that systemic barriers, affordability challenges, and evolving housing dynamics require continued attention and policy action.<\/p>\n
Fair housing, it turns out, is not a relic of the past\u2014it\u2019s an ongoing civil rights responsibility.<\/p>\n
