Since then, housing conditions have shifted significantly.<\/p>\n<p data-start=\"742\" data-end=\"933\">While many core concerns remain\u2014like discrimination and affordability\u2014the broader housing environment has changed, with escalating shortages and heightened pressure on vulnerable communities.<\/p>\n<p data-start=\"935\" data-end=\"1011\">The updated report reflects new data, updated patterns, and renewed urgency.<\/p>\n<p>What \u201cFair Housing\u201d Really Means<\/p>\n<p data-start=\"1055\" data-end=\"1108\">Fair housing isn\u2019t just about blatant discrimination.<\/p>\n<p data-start=\"1110\" data-end=\"1122\">It includes:<\/p>\n<p data-start=\"1126\" data-end=\"1190\">Freedom from discrimination based on protected characteristics<\/p>\n<p data-start=\"1193\" data-end=\"1232\">Equal access to housing opportunities<\/p>\n<p data-start=\"1235\" data-end=\"1275\">The ability to maintain stable housing<\/p>\n<p data-start=\"1278\" data-end=\"1333\">Protection from retaliation when reporting violations<\/p>\n<p data-start=\"1335\" data-end=\"1471\">It also considers whether broader housing systems prevent people from securing or keeping homes\u2014even when discrimination isn\u2019t explicit.<\/p>\n<p>The Most Common Complaints: Disability Discrimination<\/p>\n<p data-start=\"1536\" data-end=\"1629\">One of the most reported forms of housing discrimination in Pennsylvania involves disability.<\/p>\n<p data-start=\"1631\" data-end=\"1651\">This often includes:<\/p>\n<p data-start=\"1655\" data-end=\"1729\">Denial of reasonable accommodations (such as service or support animals)<\/p>\n<p data-start=\"1732\" data-end=\"1808\">Refusal to allow modifications like grab bars or accessibility adjustments<\/p>\n<p data-start=\"1811\" data-end=\"1908\">Policies that prevent individuals with disabilities from fully using and enjoying their housing<\/p>\n<p data-start=\"1910\" data-end=\"1984\">These barriers can make the difference between stability and displacement.<\/p>\n<p>Source of Income Discrimination<\/p>\n<p data-start=\"2027\" data-end=\"2137\">One major recommendation in the report is strengthening protections against \u201csource of income\u201d discrimination.<\/p>\n<p data-start=\"2139\" data-end=\"2149\">Currently:<\/p>\n<p data-start=\"2152\" data-end=\"2183\">There is no federal protection.<\/p>\n<p data-start=\"2186\" data-end=\"2235\">Pennsylvania does not have statewide protections.<\/p>\n<p data-start=\"2238\" data-end=\"2279\">Some localities offer limited safeguards.<\/p>\n<p data-start=\"2281\" data-end=\"2406\">Source of income discrimination occurs when landlords refuse to rent to tenants based on how they pay their rent\u2014for example:<\/p>\n<p data-start=\"2531\" data-end=\"2617\">In many parts of Pennsylvania, landlords can legally advertise \u201cNo vouchers accepted.\u201d<\/p>\n<p data-start=\"2619\" data-end=\"2829\">This disproportionately affects seniors, individuals with disabilities, and families relying on assistance programs. PHRC argues that adding these protections would expand equal housing access across the state.<\/p>\n<p>Disparate Impact: When \u201cNeutral\u201d Policies Aren\u2019t Neutral<\/p>\n<p data-start=\"2897\" data-end=\"2953\">The report also clarifies how discrimination is defined.<\/p>\n<p data-start=\"2955\" data-end=\"3080\">Many people think of discrimination as direct denial\u2014refusing to rent to someone based on race, disability, or family status.<\/p>\n<p data-start=\"3082\" data-end=\"3129\">But PHRC emphasizes \u201cdisparate impact\u201d as well.<\/p>\n<p data-start=\"3131\" data-end=\"3232\">Disparate impact refers to policies that appear neutral but disproportionately harm protected groups.<\/p>\n<p data-start=\"3234\" data-end=\"3500\">For example:<br \/>A housing provider might require full-time employment for all tenants. While not explicitly discriminatory, statistics show individuals with disabilities are less likely to be employed full-time. That policy, therefore, disproportionately excludes them.<\/p>\n<p data-start=\"3502\" data-end=\"3597\">Such policies may still violate fair housing principles if less restrictive alternatives exist.<\/p>\n<p>Ongoing Segregation Patterns<\/p>\n<p data-start=\"3637\" data-end=\"3725\">The report acknowledges that measurable segregation remains in Pennsylvania communities.<\/p>\n<p data-start=\"3727\" data-end=\"3923\">Historical practices\u2014like 1930s redlining maps\u2014limited investment in communities of color. Many of those demographic and wealth patterns remain visible today in housing, health, and economic data.<\/p>\n<p data-start=\"3925\" data-end=\"4012\">While overt redlining is illegal, its legacy continues to shape opportunity and access.<\/p>\n<p>Housing Affordability and Its Intersection with Fair Housing<\/p>\n<p data-start=\"4084\" data-end=\"4160\">Pennsylvania faces a shortage of more than 200,000 affordable housing units.<\/p>\n<p data-start=\"4162\" data-end=\"4302\">Affordability itself is not a protected class issue\u2014but when housing becomes scarce, vulnerable communities are disproportionately affected.<\/p>\n<p data-start=\"4304\" data-end=\"4338\">Those most impacted often include:<\/p>\n<p data-start=\"4342\" data-end=\"4373\">Individuals with disabilities<\/p>\n<p data-start=\"4376\" data-end=\"4398\">Communities of color<\/p>\n<p data-start=\"4401\" data-end=\"4415\">Older adults<\/p>\n<p data-start=\"4418\" data-end=\"4481\">Single-parent households, especially female-headed households<\/p>\n<p data-start=\"4483\" data-end=\"4640\">Housing shortages can amplify discriminatory patterns and limit reporting of violations\u2014especially when tenants fear losing their housing options altogether.<\/p>\n<p>Code Enforcement and Aging Housing Stock<\/p>\n<p data-start=\"4692\" data-end=\"4757\">Pennsylvania has one of the oldest housing stocks in the country.<\/p>\n<p data-start=\"4759\" data-end=\"4832\">Many calls to PHRC\u2019s fair housing line involve basic livability concerns:<\/p>\n<p data-start=\"4836\" data-end=\"4850\">Lack of heat<\/p>\n<p data-start=\"4853\" data-end=\"4872\">Plumbing failures<\/p>\n<p data-start=\"4875\" data-end=\"4881\">Mold<\/p>\n<p data-start=\"4884\" data-end=\"4903\">Pest infestations<\/p>\n<p data-start=\"4906\" data-end=\"4932\">Structural deterioration<\/p>\n<p data-start=\"4934\" data-end=\"5051\">While some municipalities have strong property maintenance enforcement systems, many\u2014particularly rural areas\u2014do not.<\/p>\n<p data-start=\"5053\" data-end=\"5192\">Without consistent code enforcement, tenants may feel trapped.
