Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\/\">Josh Shapiro<\/a> has pitched spending at least $4.3 billion more than the state is projected to raise in revenue next fiscal year, part of his <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\">his $53.2 billion budget proposal<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">Shapiro, who is <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-governor-reelection-campaign-presidential-race-20260108.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-governor-reelection-campaign-presidential-race-20260108.html\">up for reelection this year and is a rumored 2028 presidential contender<\/a>, has struggled in budget negotiations since taking office to deliver on his <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/inquirer.com\/politics\/pennsylvania\/how-pennsylvania-gov-josh-shapiro-democrat-approaches-governing-20230416.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/inquirer.com\/politics\/pennsylvania\/how-pennsylvania-gov-josh-shapiro-democrat-approaches-governing-20230416.html\">national image as a moderate Democrat<\/a> willing to work across the aisle while leading the state with <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-state-budget-conflict-septa-funding-cuts-20250818.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-state-budget-conflict-septa-funding-cuts-20250818.html\">a GOP-controlled Senate and narrow Democratic House majority<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">And after last year \u2014 when lawmakers couldn\u2019t agree on a state budget deal for months, leading to a bitter impasse <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-state-budget-deal-reached-20251111.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-state-budget-deal-reached-20251111.html\">and negotiations stretching into November<\/a> while schools and counties went unfunded \u2014 the governor is trying a new strategy.<\/p>\n<p class=\"inq-p text-primary  \">Shortly after unveiling his budget proposal to lawmakers last month, Shapiro called top legislative leaders in for a meeting in his office to discuss their spending priorities. Last year, the initial negotiation conversation took place just before the June budget deadline, taking months to arrive at an agreement. House Majority Leader Matt Bradford (D., Montgomery), Senate Majority Leader Joe Pittman (R., Indiana), House Minority Leader Jesse Topper (R., Bedford) and Senate Minority Leader Jay Costa (D., Allegheny) accepted Shapiro\u2019s invitation.<\/p>\n<p class=\"inq-p text-primary  \">Rosie Lapowsky, a spokesperson for Shapiro, said in a statement that the early conversation was intended to \u201censure they remain timely, constructive, and focused on results.\u201d<\/p>\n<p>A $4.3 billion budget shortfall \u2014 and disagreement over how to fix it<\/p>\n<p class=\"inq-p text-primary  \">Both Pittman and Bradford, who control their chambers and are top architects to any final budget deal in closed-door negotiations with Shapiro, said the first talks were a good first step in opening negotiations much sooner than last year. But they acknowledged the tough fiscal realities facing the state, and disagreed on how to address them.<\/p>\n<p class=\"inq-p text-primary  \">\u201cIt just simply spends too much money. We can\u2019t continue the spending trajectory,\u201d Pittman said of Shapiro\u2019s $53.2 billion budget proposal. \u201cIt\u2019s only going to cause us to have conversations, as the Independent Fiscal Office pointed out about massive, broad-base tax increases.\u201d<\/p>\n<p class=\"inq-p text-primary  \">The Independent Fiscal Office was created by the state legislature in 2010 and is required to produce revenue projections for current and future years. An <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.ifo.state.pa.us\/download.cfm?file=Resources\/Documents\/PA_Chamber_Feb_2026_Final.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.ifo.state.pa.us\/download.cfm?file=Resources\/Documents\/PA_Chamber_Feb_2026_Final.pdf\">IFO report this month<\/a> found that the budget deficit could top $6 billion this year, and hit $8 billion by 2028-29 that would likely require broad tax increases to fill.<\/p>\n<p class=\"inq-p text-primary  \">\u201cAssuming he\u2019s reelected, if he\u2019s reelected, I can\u2019t imagine he\u2019s going to be wanting to deal with budgets in 2027 and 2028 that are going to have to call for broad-based tax increases,\u201d added Pittman, who has endorsed Shapiro\u2019s likely GOP gubernatorial challenger, State Treasurer <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/stacy-garrity\" rel=\"nofollow noopener\" target=\"_blank\">Stacy Garrity<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">Meanwhile, Bradford, a Democrat, believes the state should focus on the long game in addressing Pennsylvania\u2019s budget shortfall, citing the state\u2019s efforts to recruit new businesses and pass tax cuts to encourage economic growth, as well as Shapiro\u2019s renewed push to create new revenue streams like the taxation and regulation of recreational marijuana and the slot-machine lookalikes know as skill games.<\/p>\n<p class=\"inq-p text-primary  \">Pennsylvania\u2019s declining population has \u201cput a lot of stress on our budget books,\u201d Bradford said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThe best thing we can do is continue to grow this economy,\u201d Bradford added.<\/p>\n<p class=\"inq-p text-primary  \">Even without increasing its spending over the 2025-26 fiscal year \u2014 an impossible feat due to <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-medicaid-spending-shapiro-20250626.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-medicaid-spending-shapiro-20250626.html\">growing Medicaid obligations<\/a> \u2014 Pennsylvania would still be poised to spend $1.2 billion more than it is expected to bring in next fiscal year.<\/p>\n<p class=\"inq-p text-primary  \">To avoid raising taxes this year, leaders will need to raise new revenues and tap into its more than $7 billion in reserves. Republican leaders want to avoid tapping into the state\u2019s Rainy Day Fund until an emergency arises, citing the state\u2019s lackluster revenue projections in future years. However, it\u2019s unclear what government programs or agencies they\u2019d like to cut.<\/p>\n<p class=\"inq-p text-primary  \">Just as he did last year to no avail, Shapiro this month <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\">again proposed regulating and taxing recreational marijuana and skill games<\/a> as a way to help fill the state\u2019s budget shortfall. This time, however, his projections on how much revenue could be made has increased dramatically since last year, without changing much of the scope of the proposals. <\/p>\n<p class=\"inq-p text-primary  \">For example, last year <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/josh-shapiro-recreational-cannabis-pennsylvania-comparison-20250213.html\" target=\"_blank\" rel=\"nofollow noopener\">he pitched a 20% tax<\/a> on the sale of legal marijuana that he estimated would bring in $535.6 million in its first year. This year, he projected the same idea, but instead projected a marijuana tax would bring in $729.4 million in its initial year \u2014 a 36% increase. A Shapiro administration official said earlier this month that the projected increase is due to more interest from marijuana companies that want to do business in Pennsylvania.<\/p>\n<p class=\"inq-p text-primary  \">Lapowsky, Shapiro\u2019s spokesperson, said in a statement that Shapiro\u2019s budget pitch shows \u201cthat government can be a force for good in people\u2019s lives when leaders come together and put Pennsylvanians first.\u201d<\/p>\n<p>Election year optimism and a preview of the fights to come<\/p>\n<p class=\"inq-p text-primary  \">Legislators on the powerful Senate and House appropriations committees, led by House Appropriations Chair Jordan Harris (D., Philadelphia) and Senate Appropriations Chair Scott Martin (R., Lancaster) will individually begin analyzing Shapiro\u2019s budget proposal line-by-line in public hearings this week. Both committees were scheduled to begin their budget hearings on Monday, but were rescheduled to begin on Tuesday afternoon and Wednesday morning for the Senate and House, respectively, due to a <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/weather\/live\/philadelphia-snow-storm-forecast-timing-totals-updates-20260223.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/weather\/live\/philadelphia-snow-storm-forecast-timing-totals-updates-20260223.html\">snowstorm that blanketed the Philadelphia area<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">The weekslong series of hearings examine the budget needs for each state government agency and row office, as well as the spending from the previous year. Secretaries and elected officials from each office come before the committee to answer questions about their proposed spending.<\/p>\n<p class=\"inq-p text-primary  \">Pittman said Senate <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/republican-party\" rel=\"nofollow noopener\" target=\"_blank\">Republicans<\/a> are likely to zero in on Shapiro\u2019s <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/housing-action-plan-pennsylvania-shapiro-20260212.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/housing-action-plan-pennsylvania-shapiro-20260212.html\">$1 billion proposed bonding initiative<\/a> for a range of infrastructure projects relating to energy, housing, local governments, and schools that he largely billed as \u201ca major investment in building new housing.\u201d They\u2019ll also likely question why the Department of Corrections is seeking a $150 million funding increase, after the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"\" target=\"_blank\" rel=\"\" title=\"\">closure of two state prisons last year<\/a>.<\/p>\n<p class=\"inq-p text-primary  \">GOP members of the Senate committee will also likely question top officials in the Pennsylvania State Police and the Department of General Services over spending <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/josh-shapiro-safety-upgrades-private-residence-tax-money-20251025.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/josh-shapiro-safety-upgrades-private-residence-tax-money-20251025.html\">for security upgrades<\/a> at Shapiro\u2019s personal residence following an arson attack last year <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/crime\/a\/josh-shapiro-mansion-arson-fire-timeline-20250418.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/crime\/a\/josh-shapiro-mansion-arson-fire-timeline-20250418.html\">on the governor\u2019s mansion in Harrisburg<\/a>, and a mail vendor\u2019s failure <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-mail-vendor-medicaid-snap-benefits-20251219.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-mail-vendor-medicaid-snap-benefits-20251219.html\">to deliver a month\u2019s worth of state mail<\/a> to residents.<\/p>\n<p class=\"inq-p text-primary  \">House <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/democratic-party\" rel=\"nofollow noopener\" target=\"_blank\">Democrats<\/a>, meanwhile, are likely to bring attention to the successes of the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/working-pennsylvanians-tax-credit-state-budget-20251120.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/working-pennsylvanians-tax-credit-state-budget-20251120.html\">Working Pennsylvanians Tax Credit<\/a> and additional <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-budget-address-josh-shapiro-affordability-20260203.html\">increases to public education<\/a> under the state\u2019s <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/education\/pa-school-funding-budget-concerns-20240712.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/education\/pa-school-funding-budget-concerns-20240712.html\">new adequacy formula<\/a>, Bradford said.<\/p>\n<p class=\"inq-p text-primary  \">\u201cWe\u2019ve got real accomplishments and a real opportunity to prioritize funding education, affordability, and build on what we\u2019ve done,\u201d Bradford said.<\/p>\n<p class=\"inq-p text-primary  \">Unlike the last round of budget negotiations,<a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-state-budget-septa-funding-service-cuts-20250912.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/pennsylvania-state-budget-septa-funding-service-cuts-20250912.html\"> mass transit funding for SEPTA and other transit agencies<\/a> is unlikely to be a roadblock this year, as lawmakers have until next year to find a long-term funding solution. <\/p>\n<p class=\"inq-p text-primary  \">Despite the inevitable disagreements ahead, there is some cause for optimism heading into another year of Pennsylvania state budget negotiations: <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-state-budget-address-housing-affordability-revenue-20260203.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/politics\/pennsylvania\/josh-shapiro-state-budget-address-housing-affordability-revenue-20260203.html\">Midterm election years often produce much less contentious budget battles<\/a>, as lawmakers are motivated to reach an agreement and bring home their accomplishments to their districts as they campaign for reelection in November.<\/p>\n<p class=\"inq-p text-primary  \">Both Bradford and Pittman expressed hope that the election year may bring an increased willingness among all parties to finish an on-time budget. <\/p>\n<p class=\"inq-p text-primary  \">But, \u201cdivided government creates all kinds of twists and turns,\u201d Pittman added. \u201cI certainly can\u2019t predict what\u2019s coming ahead
