The report\u00a0identifies\u00a0inadequate\u00a0state\u00a0support\u00a0as\u00a0a primary\u00a0factor\u00a0in\u00a0poor\u00a0healthcare funding.\u00a0<\/p>\n<p>Six of\u00a010\u00a0hospitals in Southeastern Pennsylvania relying on\u00a0Medicaid\u00a0revenue have closed or reduced services\u00a0since 2015.\u00a0Temple University Hospital\u00a0is\u00a0one\u00a0of two\u00a0Medicaid-reliant\u00a0hospitals\u00a0in Philadelphia\u00a0to\u00a0remain fully open, the Philadelphia Inquirer\u00a0<a href=\"https:\/\/www.inquirer.com\/health\/philadelphia-hospitals-closing-medicaid-funding-cuts-20250519.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reported<\/a>.\u00a0\u00a0\u00a0<\/p>\n<p>Around 90% of Temple Health patients are covered by Medicare,\u00a0a federally provided healthcare available to\u00a0Americans\u00a0older than 65-years-old,\u00a0and\u00a0Medicaid, a federal-\u00a0and\u00a0state-provided\u00a0health\u00a0insurance given to individuals based on factors like income,\u00a0resources\u00a0and disability.\u00a0\u00a0<\/p>\n<p>Proper funding\u00a0at the state and federal levels are essential for providing an effective safety net to hospital operations, a spokesperson for Temple Health wrote in an email to The Temple News.\u00a0<\/p>\n<p>\u201cOur approach relies on flexible management teams, operational efficiency, expense management, and strategic growth initiatives,\u201d the\u00a0spokesperson wrote.\u00a0\u201cWe successfully\u00a0navigated\u00a0major challenges during and in the aftermath of COVID and are confident we are prepared to meet these new realities.\u00a0However, solving systemic national issues requires more than local solutions.\u201d\u00a0<\/p>\n<p>The Temple Health system had around\u00a01.6 million outpatient visits and more than 12,000\u00a0faculty members in 2024 across\u00a063 locations\u00a0in the Philadelphia area.\u00a0\u00a0<\/p>\n<p>The\u00a0anticipated\u00a0funding\u00a0cuts will cause more people to have difficulty signing up\u00a0and\u00a0maintaining\u00a0their\u00a0Medicaid plans, said Joanna\u00a0Rosenhein, consumer engagement manager of the Pennsylvania Health Access Network,\u00a0a patient advocacy organization.\u00a0<\/p>\n<p>Many\u00a0Americans\u00a0on\u00a0Pennie,\u00a0the\u00a0state\u2019s\u00a0official online health insurance marketplace,\u00a0will\u00a0see their insurance payments\u00a0drastically\u00a0increase. These rising prices will\u00a0predominantly\u00a0impact\u00a0rural,\u00a0low-income\u00a0and elderly\u00a0patients,\u00a0Rosenhein\u00a0said.\u00a0<\/p>\n<p>\u201cRight now, people are paying a lot more for their health coverage through Pennie than they have in years,\u201d\u00a0Rosenhein\u00a0said.\u00a0\u201cSome people saw their premiums double, triple, quadruple.\u201d\u00a0\u00a0<\/p>\n<p>The\u00a0HAP\u00a0report found that\u00a0Pennsylvania hospitals are financially\u00a0hindered\u00a0by\u00a0high costs\u00a0associated with medical\u00a0liability litigation and harsher restrictions by insurers.\u00a0These restrictions combined with\u00a0comparatively\u00a0lower\u00a0hospital\u00a0reimbursements from Medicaid\u00a0puts\u00a0Pennsylvania hospitals on stricter\u00a0budgets,\u00a0according to the report.\u00a0<\/p>\n<p>Philadelphia has also seen the closure of\u00a0multiple\u00a0maternity care clinics.\u00a0Thirteen\u00a0of 19 maternal care facilities in Philadelphia have closed since 1997, creating a\u00a0regional health access crisis,\u00a0the\u00a0Temple Health\u00a0spokesperson wrote.\u00a0\u00a0<\/p>\n<p>The state budget for Pennsylvania passed\u00a0in November\u00a0after a five-month delay, The Temple News\u00a0<a href=\"https:\/\/temple-news.com\/pennsylvania-state-passes-delayed-budget-keeps-temple-funding-flat\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reported<\/a>.\u00a0The state budget\u00a0plans to\u00a0allocate\u00a0around\u00a0$20\u00a0billion\u00a0to\u00a0cover\u00a0healthcare\u00a0and other resources provided by the Department of Human Services.\u00a0\u00a0<\/p>\n<p>Included in the final budget is\u00a0an\u00a0additional\u00a0$10 million\u00a0in funding to\u00a0support\u00a0rural hospitals and\u00a0$187 million\u00a0for Pennsylvania\u2019s Rural Health\u00a0Transformation Plan.\u00a0\u00a0<\/p>\n<p>Despite the benefits that the new state budget proposes,\u00a0it will not be enough to cover the shortfalls that Medicaid will face in its budget deficits,\u00a0Rosenhein\u00a0said.\u00a0<\/p>\n<p>The passage of the\u00a0Big Beautiful Bill\u00a0by the Trump Administration in\u00a0July\u00a0cut and changed\u00a0Medicaid,\u00a0adding stricter requirements for eligibility\u00a0and\u00a0reducing\u00a0states\u2019 funding\u00a0for Medicaid services.\u00a0<\/p>\n<p>Temple Hospital gets more than\u00a0two thirds\u00a0of its patient revenue from public programs like\u00a0Medicare\u00a0and\u00a0Medicaid,\u00a0according to\u00a0Pennsylvania\u00a0Association of Staff Nurses and Allied\u00a0Professionals.\u00a0Cuts to these services would increase debt and accelerate the rates of hospital closures,\u00a0according to a\u00a0PASNAP\u00a0fact sheet.\u00a0\u00a0<\/p>\n<p>PASNAP\u00a0President\u00a0Maureen May\u00a0believes that the greatest risk of inadequate funding is to the patient,\u00a0as\u00a0the commercialization of the healthcare and\u00a0pharmaceutical\u00a0industries\u00a0put patients\u00a0and funding\u00a0further\u00a0at risk.\u00a0<\/p>\n<p>\u201cI think that we need to be able to have the funding\u00a0to provide proper care\u00a0without\u00a0massive profits\u00a0in another blanket,\u201d May said. \u201cThe\u00a0massive profits should not take away the care of the patients.\u00a0And\u00a0that\u2019s why funding needs to\u00a0happen\u00a0and that needs to be\u00a0monitored.\u201d\u00a0<\/p>\n<p>\t<a class=\"mh-facebook\" href=\"#\" onclick=\"window.open('https:\/\/www.facebook.com\/sharer.php?u=https%3A%2F%2Ftemple-news.com%2Finadequate-pennsylvania-funding-leads-to-hospital-closures%2F&amp;t=Inadequate+Pennsylvania+funding+leads+to+hospital+closures%C2%A0', 'facebookShare', 'width=626,height=436');
