Here\u2019s why they\u2019re logging such long hours."},"content":{"rendered":"<p class=\"inq-p text-primary  \">Pennsylvania pays out hundreds of millions in overtime pay to its employees annually. For some agencies, overtime work is in the nature of the jobs, which involve responding to emergencies. But understaffing sometimes plays a role as well.<\/p>\n<p class=\"inq-p text-primary  \">Last year, Pennsylvania paid $397 million in overtime to roughly 56,000 employees, according to state data. The state plans to spend a similar amount this year. <\/p>\n<p class=\"inq-p text-primary  \">\u201cOvertime is a necessary part of operating state government,\u201d Daniel Egan, a spokesperson for the Pennsylvania Office of Administration, said via email in February. \u201cMany Commonwealth agencies provide 24-7 services Pennsylvanians rely on, including plowing roads, responding to emergencies, staffing correctional facilities, and caring for patients in state hospitals and nursing homes.\u201d<\/p>\n<p class=\"inq-p text-primary  \">In Pennsylvania, overtime spending has increased by nearly 50% since 2019. Some of the agencies that paid the most overtime were the Department of Corrections, Department of Transportation, Department of Human Services, and the State Police.<\/p>\n<p class=\"inq-p text-primary  \">Dolling out millions in overtime is not uncommon in state governments and it\u2019s been increasing among some. New York spent <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.osc.ny.gov\/press\/releases\/2025\/07\/dinapoli-state-agency-overtime-costs-increased-10.2-percent-in-2024-up-1.8m-hours-over-2023\" target=\"_blank\" rel=\"nofollow noopener\">1.3 billion on overtime<\/a> in 2024, a roughly 10% increase from the previous year. Maryland <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.baltimoresun.com\/2025\/02\/26\/maryland-agencies-spend-404m-on-overtime-as-lawmakers-debate-staffing-cuts-increases\/\" target=\"_blank\" rel=\"nofollow noopener\">spent $404 million<\/a> that year, up almost 38% from four years prior. In Delaware, overtime spending <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/pcard.accounting.delaware.gov\/#!\/year\/2025\/explore\/0-\/category\/OVERTIME+SALARIES\/0-relativeBarChartTable\/department\" target=\"_blank\" rel=\"nofollow noopener\">reached $84 million<\/a> in 2025, about a 20% increase from 2023. <\/p>\n<p class=\"inq-p text-primary  \">While staffing shortages contribute to overtime needs, agencies say a variety of factors contribute to this spending. <\/p>\n<p>Top spenders on overtime in Pa.<\/p>\n<p class=\"inq-p text-primary  \">Overtime accounted for 3.9% of Pennsylvania\u2019s personnel costs in 2025, says Egan, which last year ran up to over $10 billion. <\/p>\n<p class=\"inq-p text-primary  \">These costs include salaries, wages, employee benefits, and other personnel costs like overtime. <\/p>\n<p class=\"inq-p text-primary  \">Pennsylvania\u2019s personnel costs have grown from $8.2 billion to $10 billion between 2019 and 2025, while overtime spending increased from $269 million to nearly $400 million last year.<\/p>\n<p class=\"inq-p text-primary  \">But the state\u2019s other expenses have grown even more. Personnel was 9.4% of the budget in 2019, and dropped to 7.8% last year. <\/p>\n<p class=\"inq-p text-primary  \">Egan noted that state employee pay rates have increased by roughly 28% since 2019 \u201cto keep up with the cost of living and ensure the commonwealth remains a competitive employer for high-quality employees,\u201d and overtime is based on employees\u2019 base rate of pay. He also noted that many state agencies must operate \u201caround the clock.\u201d <\/p>\n<p>Staffing shortages<\/p>\n<p class=\"inq-p text-primary  \">Corrections doled out roughly $163 million in overtime to 13,600 employees in 2025. <\/p>\n<p class=\"inq-p text-primary  \">\u201cOvertime in corrections will always be a reality due to the 24\/7 operation of essential security posts,\u201d but the department has been working to curb its staffing shortages, said spokesperson Maria Bivens.<\/p>\n<p class=\"inq-p text-primary  \"><a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2024\/01\/10\/new-data-dire-state-prison-staffing-shortage\/72166165007\/\" target=\"_blank\" rel=\"nofollow noopener\">State prisons have been plagued by staffing shortages<\/a> across the country. <\/p>\n<p class=\"inq-p text-primary  \">In Pennsylvania, Corrections has looked to address the shortage in recent years by dropping the age requirement for trainees and allowing out-of-state applicants. <\/p>\n<p class=\"inq-p text-primary  \">\u201cAs corrections officer vacancies decrease, our facilities become safer, more cost-effective, and better equipped to meet the needs of the incarcerated population,\u201d department secretary Laurel Harry said last year. <\/p>\n<p class=\"inq-p text-primary  \">Curbing the staffing shortage helps reduce the agency\u2019s reliance on overtime, which in turn <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/cor\/about-us\/newsroom\/newsroom\/corrections-officer-vacancy-rate-falls-by-over-five-percent?fbclid=IwY2xjawIOCiZleHRuA2FlbQIxMAABHc7oRGzmpwbNFBYPJ3r2tSCFabuWSgFGhD29QHj59qnsoUidz1C0_VMf0Q_aem_NifKCDsyxxMOeD5NvOA5Tg\" target=\"_blank\" rel=\"nofollow noopener\">reduces employee burnout<\/a> and saves taxpayers money, the department has noted. <\/p>\n<p class=\"inq-p text-primary  \">The <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/cor\/about-us\/newsroom\/newsroom\/corrections-officer-vacancy-rate-falls-by-over-five-percent\" target=\"_blank\" rel=\"nofollow noopener\">officer vacancy rate<\/a> fell from 11.3% in September 2022 to 6.4% in September 2025. Bivens said vacancy should continue to drop to roughly 3% in March once two facilities close and their staff are deployed to other positions. <\/p>\n<p class=\"inq-p text-primary  \">At the Pennsylvania State Police, \u201covertime is not determined solely by vacancy rates,\u201d said spokesperson Logan Brouse. It can include responding to critical incidents and court appearances, Brouse noted.<\/p>\n<p class=\"inq-p text-primary  \">\u201cAs part of our public safety operations, overtime is sometimes necessary to uphold our mission by ensuring we can respond efficiently and effectively to emergencies, maintain adequate staffing levels, and meet operational demands,\u201d said Brouse. <\/p>\n<p class=\"inq-p text-primary  \">The department paid roughly $55 million in overtime to about 5,700 employees last year. <\/p>\n<p class=\"inq-p text-primary  \">Pennsylvania\u2019s State Police is among several <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/penncapital-star.com\/criminal-justice\/police-agencies-in-pa-and-other-states-lower-education-standards-as-staffing-shortages-persist\/\" target=\"_blank\" rel=\"nofollow noopener\">police departments across the country<\/a> that recently <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/governor\/newsroom\/2023-press-releases\/governor-shapiro-announces-the-pennsylvania-state-police-will-re\" target=\"_blank\" rel=\"nofollow noopener\">cut their college requirement<\/a>. As of Feb. 19, the agency had 206 trooper vacancies and 110 open civilian positions. <\/p>\n<p class=\"inq-p text-primary  \">The governor\u2019s budget proposal includes funds to add 380 troopers, and removes a cap on how many the state can hire, said Brouse.<\/p>\n<p class=\"inq-p text-primary  \">\u201cThe department continually reviews staffing levels, scheduling practices, and operational needs to manage overtime responsibly,\u201d said Brouse. \u201cWe always strive to be good stewards of taxpayer money while ensuring that public safety services are delivered effectively and without interruption.\u201d<\/p>\n<p>Agencies on call 24-7<\/p>\n<p class=\"inq-p text-primary  \">Some agencies say overtime is inevitable given the all-hours nature of their work. <\/p>\n<p class=\"inq-p text-primary  \">Last year, PennDot paid $70 million in overtime to roughly 12,100 employees. Their work includes emergency response during weather events, as well as roadway or bridge repairs, noted spokesperson Erin Waters-Trasatt. <\/p>\n<p class=\"inq-p text-primary  \">\u201cPennsylvanians expect our employees to respond to emergencies 24-7 and during major events \u2014 like the January 2026 snowstorm,\u201d said Waters-Trasatt. \u201cOvertime is required to keep our roadways clear and safe for travel.\u201d <\/p>\n<p class=\"inq-p text-primary  \">The Department of Human Services paid about $65 million in overtime to 8,513 employees last year. <\/p>\n<p class=\"inq-p text-primary  \">The department runs psychiatric hospitals and other residential care facilities that operate 24-7 and \u201cmust continue to function even when employees have reached the standard number of work hours per day or week,\u201d said spokesperson Natalie Scott. <\/p>\n<p class=\"inq-p text-primary  \">The department has also been trying to fill vacancies, Scott noted, adding that Gov. <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/topic\/josh-shapiro\" rel=\"nofollow noopener\" target=\"_blank\">Josh Shapiro<\/a>\u2019s administration has cut down the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pa.gov\/agencies\/oa\/newsroom\/shapiro-administration-cuts-hiring-time-by-40-percent-since-gove\" target=\"_blank\" rel=\"nofollow noopener\">time it takes to hire state employees<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">\u201cProgress made to increase staff will allow employees more time and resources to effectively do their work and reduce the amount of overtime spent,\u201d said Scott. <\/p>\n","protected":false},"excerpt":{"rendered":"Pennsylvania pays out hundreds of millions in overtime pay to its employees annually.
