If you live in Philly and have gotten a ticket in the mail recently, there\u2019s a real chance AI had something to do with it. The city and SEPTA are using camera systems with \u201cAI-vision technology<\/a>\u201d to spot cars blocking transit lanes and stopping zones.\u00a0<\/p>\n

That\u2019s the now: AI is already in Philadelphia, and it\u2019s already influencing real-world outcomes for real people.<\/p>\n

The next is the part I\u2019m most interested in: What is the city doing to manage AI responsibly? Who decides what\u2019s allowed? What happens when speed and efficiency outpace transparency and trust?<\/p>\n

What happens when speed and efficiency outpace transparency and trust?<\/p>\n

\u201cNow + Next\u201d is the focus of a new partnership I\u2019m doing with Technical.ly through the Lenfest Institute\u2019s Philadelphia Media Founders Exchange News Creators Network<\/a>. Stephanie Humphrey and I are teaming up to examine how artificial intelligence is reshaping work, governance and daily life in Philadelphia as we prepare to celebrate the US Semiquincentennial.<\/p>\n

And AI is already making civic life feel different.\u00a0<\/p>\n

Philadelphia\u2019s camera-based enforcement is a clean example because it\u2019s visible and personal. Starting this week, it\u2019s expanding to trolleys<\/a>. Lines T1\u2013T5 and the G1 route will be equipped with automated enforcement cameras. The first 30 days, tickets just come with a warning period. On April 1, fines will start at $51.\u00a0<\/p>\n

But the bigger story is that AI isn\u2019t only showing up at the \u201cgotcha\u201d moment. It\u2019s also in the background, shaping city operations. Philadelphia has used machine learning<\/a> to help triage and route 311 information requests to the right departments, according to the city\u2019s chief information officer.\u00a0<\/p>\n

These tools can absolutely make services run smoother. The problem arises when \u201csmoother\u201d becomes the only goal.<\/p>\n

The governance questions we still have to answer<\/p>\n

Last fall, Philadelphia City Council held its first major hearing<\/a> on AI use in city government, where legislators pressed officials on basics like what tools are being used for city work, and what policies exist to manage them.\u00a0<\/p>\n

City officials said they were working on a framework to guide how public sector employees should use AI. They promised to reveal it by late winter 2025 or early spring 2026, so we should see something any day now \u2014 if they keep to the schedule. They also said they\u2019d introduce training (Washington DC just made AI training mandatory<\/a> for all city workers, by the way) and create an AI governance committee to review future policies.\u00a0<\/p>\n

This is where \u201cefficiency without rules\u201d becomes a civic risk. When the public can\u2019t see how decisions are being shaped \u2014 or can\u2019t challenge them \u2014 trust erodes fast.<\/p>\n

On the state level, Gov. Josh Shapiro\u2019s administration has positioned Pennsylvania as an early adopter, including a phased pilot of ChatGPT Enterprise<\/a> and an agreement with InnovateUS (the same company working with DC) to train state employees<\/a> on responsible use of generative AI.\u00a0<\/p>\n

Data centers on the rise<\/p>\n

And the future isn\u2019t just software. Shapiro has backed initiatives<\/a> that pave the way for physical infrastructure like data centers<\/a>, which raise issues around energy used for power<\/a>, water used for cooling, and land used for development<\/a>.\u00a0<\/p>\n

Did you know there\u2019s a data center right in the middle<\/a> of Philadelphia?\u00a0<\/p>\n

It\u2019s not a mega-structure like some of the ones being built to power AI, but it\u2019s still big and impressive. It\u2019s run by DataBank, which describes the PHL1 site as an interconnection hub that helps power \u201cour digital world.\u201d It\u2019s the kind of behind-the-scenes facility AI \u2014 and pretty much all of our internet use<\/a> \u2014 depends on.<\/p>\n

To be clear, this series isn\u2019t about being pro-AI or anti-AI. It\u2019s about who shapes the rules, how transparent the systems are, and whether the next era of Philadelphia is guided by public input and public values.<\/p>\n

That conversation is just getting started.<\/p>\n
