That\u2019s not the case with her latest spending proposal, which city officials say would maintain these current initiatives and add funding for more surveillance cameras in parks.\n<\/p>\n<p>Parker told members of City Council during her budget address Thursday that the city\u2019s current efforts are starting to work.\n<\/p>\n<p>\u201cWe are cleaning up and greening up our city in a significant way,\u201d Parker said. \u201cWe are on our way to eliminating that \u2018Filthadelphia\u2019 motto. We are trying, Philadelphia.\u201d\n  <\/p>\n<p>Tackling litter and illegal dumping, problems that plague <a href=\"https:\/\/whyy.org\/articles\/armed-with-data-on-philly-s-litter-problem-mayor-prepares-for-slow-political-battle-over-street-cleaning\/\" rel=\"nofollow noopener\" target=\"_blank\">some of the city\u2019s poorest neighborhoods<\/a>, has been one of Parker\u2019s top priorities since taking office in 2024. She campaigned on making Philadelphia a <a href=\"https:\/\/seventy.org\/2024-voter-guide\/2023-voter-guide-2\/candidates-for-mayor\/cherelle-parker\" rel=\"nofollow noopener\" target=\"_blank\">\u201csafer, cleaner and greener city.\u201d<\/a>\n<\/p>\n<p>Her <a href=\"https:\/\/whyy.org\/articles\/philadelphia-parker-budget-trash-dumping\/\" rel=\"nofollow noopener\" target=\"_blank\">first budget in 2024<\/a> included more funding for illegal dumping cleanups in residential areas, <a href=\"https:\/\/whyy.org\/articles\/philadelphia-curbside-trash-pickup-bulk-appointment\/\" rel=\"nofollow noopener\" target=\"_blank\">curbside bulk item pickup<\/a> by appointment and a <a href=\"https:\/\/whyy.org\/articles\/philadelphia-twice-weekly-trash-pickup-january\/\" rel=\"nofollow noopener\" target=\"_blank\">twice-weekly trash collection<\/a> pilot in some neighborhoods. It expanded the <a href=\"https:\/\/www.phila.gov\/media\/20250312084018\/TCB-Expansion-Timeline-March-2025-Parker-Administration.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Taking Care of Business corridor-cleaning program<\/a> Parker introduced as a council member.\n<\/p>\n<p><a href=\"https:\/\/whyy.org\/articles\/mayor-cherelle-parker-budget-proposal-clean-green-initiatives\/\" rel=\"nofollow noopener\" target=\"_blank\">Parker\u2019s second budget<\/a> added money for vacant lot cleanups and anti-dumping efforts in city parks.\n<\/p>\n<p>The roughly $7 billion operating budget Parker proposed Thursday for the fiscal year starting in July does not include any new line items for fighting illegal dumping, said Sabrina Maynard, the city\u2019s budget director, during a press briefing Wednesday. But it would add funding for 125 additional surveillance cameras in parks.\n<\/p>\n<p>\u201cWe\u2019re continuing our investments in those areas,\u201d Maynard said. \u201cWe\u2019ve made really substantial ones in our first and second budgets, \u2026 we\u2019re not proposing taking any of them away.\u201d\n<\/p>\n<p>Last fall, the city <a href=\"https:\/\/whyy.org\/articles\/philadelphia-anti-dumping-enforcement-efforts\/\" rel=\"nofollow noopener\" target=\"_blank\">launched a task force of 40 existing city employees, newly empowered to issue larger fines for illegal dumping<\/a> of up to $5,000 per item.\n<\/p>\n<p>Since this task force formed, the city issued 105 violation notices and secured $3.5 million in judgments against illegal dumpers, Parker said Thursday.\n<\/p>\n<p>\u201cI don\u2019t simply want you to listen to me saying that our city is cleaner and greener. I want you to think about what they\u2019ve already done,\u201d Parker said. \u201cWe\u2019ve executed 94,000 actions last year. Cleaner streets. Illegal dumping tackled. Twice-a-week trash collection restored.\u201d\n<\/p>\n<p>Parker said illegal dumping on neighborhood blocks lowers quality of life and \u201cdisrespects communities.\u201d\n<\/p>\n<p>\u201cThat\u2019s why in this budget \u2026 we continue to strengthen our <a href=\"https:\/\/www.phila.gov\/2025-12-29-illegal-dumping-task-force\/\" rel=\"nofollow noopener\" target=\"_blank\">One Philly Illegal Dumping Task Force<\/a>,\u201d she said. \u201cWe are sending a clear message that illegal dumping will not be tolerated in our city of Philadelphia.\u201d\n        <\/p>\n","protected":false},"excerpt":{"rendered":"Have a question about Philly\u2019s neighborhoods or the systems that shape them?
