{"id":153454,"date":"2026-03-31T17:23:09","date_gmt":"2026-03-31T17:23:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/153454\/"},"modified":"2026-03-31T17:23:09","modified_gmt":"2026-03-31T17:23:09","slug":"philadelphia-unions-and-residents-condemn-mass-school-closures-and-education-cuts-peoples-world","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/153454\/","title":{"rendered":"Philadelphia unions and residents condemn mass school closures and education cuts \u2013 People&#8217;s World"},"content":{"rendered":"<p>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/03\/Philly-labor.png\" alt=\"Philadelphia unions and residents condemn mass school closures and education cuts\"\/>\t<\/p>\n<p>Philadelphia labor united to urge district to stop mass closure of schools| Philadelphia Federations of Teachers <\/p>\n<p>PHILADELPHIA\u2014Outside the February Monthly Action Meeting of the Philadelphia School Board, unions representing Philadelphia School District employees rallied in opposition to a proposed plan that would see more than a dozen school closures.\u00a0<\/p>\n<p>Philadelphia Federation of Teachers (PFT3), Unite Here Local 634, Teamsters Local 502 (CASA), SEIU 32 BJ, and School Police Association of Philadelphia (SPAP) outside of the meeting condemned the 10-year Facilities Master Plan (FMP) presented by Superintendent Dr. Tony Watlington Sr. The previous iterations of the proposal presented a closure of 20 schools. By the end of the evening, the final version of the FMP proposed 18 schools instead, with <a href=\"https:\/\/whyy.org\/articles\/philadelphia-school-district-closures-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">Russell Conwell Middle School and Motivation High School<\/a> removed from the closure list.\u00a0<\/p>\n<p>The <a href=\"https:\/\/www.pft.org\/press\/philly-labor-unites-urge-district-stop-mass-closure-schools\" rel=\"nofollow noopener\" target=\"_blank\">coalition of unions<\/a> supporting the rally represents a wide diversity of school employees. PFT3 represents teachers and counselors; Unite Here Local 634 represents school cafeteria employees and climate staff; CASA represents administrators; 32 BJ represents maintenance and operations; and SPAP represents school safety officers.\u00a0\u00a0<\/p>\n<p>Unlike many surrounding school districts, the Philadelphia School Board is appointed, not elected. Philadelphia is one of <a href=\"https:\/\/www.cityandstatepa.com\/politics\/2023\/02\/phillys-board-education-mayoral-appointment-process-city-state-analysis\/383045\/\" rel=\"nofollow noopener\" target=\"_blank\">only two<\/a> school boards in Pennsylvania that are appointed without elections. This adds another layer of struggle to the battle between the FMP and the people of Philadelphia, who appear to have no semblance of democratic representation on the board.\u00a0<\/p>\n<p>At the following School Board meeting\u2014a Town Hall meeting on March 12\u2014the headquarters became <a href=\"https:\/\/www.cbsnews.com\/philadelphia\/news\/school-district-of-philadelphia-meeting-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">so packed<\/a> that overflow spaces were required. The struggle for fair educational plans only heightened with Mayor Cherelle Parker\u2019s announcement of the FY2027 budget. Though PFT3 voiced <a href=\"https:\/\/www.pft.org\/press\/pft-president-steinberg-statement-mayor-parkers-fy2027-budget-proposal\" rel=\"nofollow noopener\" target=\"_blank\">support<\/a> of Mayor Parker\u2019s proposal to use rideshare fees to fund millions for public schools annually, President Arthur G. Clayton\u2014we are called to remember that \u2018every school\u2019s a good school.\u2019\u201d\u00a0<\/p>\n<p>Superintendent Watlington Sr.\u2019s solution to the school budget challenges, which include a $300 million structural deficit, is to cut $225 million in operating costs in the 2026-27 school year as the first step toward eliminating the deficit by 2029-2030. However, his plan relies on cutting over 200 building-substitute positions and 340 school-based positions, amid a national teacher shortage that has already left Philadelphia public school students<a href=\"https:\/\/www.inquirer.com\/education\/philadelphia-school-district-teacher-shortage-keystones-20250509.html\" rel=\"nofollow noopener\" target=\"_blank\"> teacherless<\/a>.\u00a0<\/p>\n<p>PFT3 President Arthur G. Steinberg <a href=\"https:\/\/www.pft.org\/press\/pft-president-steinberg-statement-district-announcement-school-based-cuts\" rel=\"nofollow noopener\" target=\"_blank\">responded<\/a> to the district\u2019s announcement of school-based cuts by reorienting to the reality that teaching conditions are learning conditions, and the students of Philadelphia public schools have long been underserved as a result of an <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2023\/2\/7\/23590018\/pennsylvania-school-funding-court-unconstitutional-equity-property-values-student-opportunities\/#:~:text=The%20Pennsylvania%20Judicial%20Center%20Building,before%20the%20Pennsylvania%20Supreme%20Court.\" rel=\"nofollow noopener\" target=\"_blank\">unconstitutional funding<\/a> system.\u00a0<\/p>\n<p>\u201cPhilly public school students deserve more of everything \u200bthat all students need to learn and thrive\u2014\u200bN\u200bOT less\u2026 Based on our track record of offering real solutions to the educator staffing crisis\u2014from <a href=\"https:\/\/click.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMWn3R7U15hZOprFI75oZg4431aDwYc9wfpv_5MpqErbZVXi6d_96Z638QEb8-IdNqvU_h16EsFJx2nSs4igL-RpqSecR3gHTfyORdsdh1u3rRlqC-nQXIn3st0gMumIImW1m9UUz5e2zf_EImI5cWTFtQVkRihpu0DuMPo1XGWC5M1cxzONq7g2bbExDREb5GJOFIK0FX_0LuJC3qJYuwt_OSvbWNNvewUqlIetFAE1ddr14rWXLNFbccEzjkrda4ZHnRTbwGXxfoum836pC8qCgk10TYhU7Fdfrz9F8u0Xh_MKfbvLP4hDm4R28SChZclXTeGSdIH2rNpTzYpqtQaytWmv7q941Wi-NLggWZp9kYpL4-qfraA2U4huCX1KzsUYR0oidQOgGDYYg25D8zlE\/4ow\/WYiwAWjeR8a4QNb0CVBs2g\/h1\/h001.nW5RHEg0tu6rQlCf-2cNpWC8yadBAuVoGG4H5gThc3Y\" rel=\"nofollow noopener\" target=\"_blank\">Pathways to Teaching<\/a> to the <a href=\"https:\/\/click.actionnetwork.org\/ss\/c\/u001.XaF8mXqsA6b2dSPmhsleMWn3R7U15hZOprFI75oZg45ubslI-Q0PgZeKgjM0yeR2Kfizwe26cu7jY5fCLPQuhgQXJrnezoRZdX4iu0lbvHWYLTluaG2B6wFzajSCP5VuiXPmr-bX-daXFSKStVqTKAtmFmtRk6N2DVhOJeTYk7v738OZU5A-b1AKE0BZbb1nlCwPHdwtz66T92fWNORjnO5mY35Lt9EFh-l7QFJUmhz5p-OgpzZP-uYVETL0g7Ewfn-0tQ0sDZ4FEZihs39QHzAEUfzL83plsh8kSbQgUWM5TqoBqRCKGNqoNEKFVjC7lekWQmAByFtIwnwVLpx7T80l5zmmN4dOT2b2pgY_VpoXgQ7ToJazqE2L9-xDeX8uEalHYib5a0r2DKgCoEcYCFvOoE-l5DQaQ67nw5iqt3Q\/4ow\/WYiwAWjeR8a4QNb0CVBs2g\/h2\/h001.IKGVMDFNbnpSv3esQdk5VkGLmK3mrdZgCVD0ifPsaiA\" rel=\"nofollow noopener\" target=\"_blank\">Special Education Teacher Certification Assistance Program<\/a>\u2014we expect to propose alternatives to the unimaginative administrative go-to of cuts to school programming and services.\u201d\u00a0<\/p>\n<p>Mayor Parker, on the other hand, took Watlington\u2019s announcement of school-based cuts as an opportunity to <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2026\/03\/23\/mayor-parker-increases-proposed-uber-lyft-rideshare-tax-for-philly-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">double down<\/a> on her rideshare fee proposal, which was originally a 20-cent per ride fee to a $1 per ride fee. The mayor stated at her March 23 press conference that, \u201cWe have to keep these staff members in schools where they\u2019re very much needed.\u201d The $1-per-ride fee would fund 240 of the school-based positions that Watlington proposed eliminating and generate $48 million annually for the school district. The day after Parker\u2019s announcement, the<a href=\"https:\/\/www.nbcphiladelphia.com\/news\/local\/philly-city-council-to-hold-hearing-on-mayor-parkers-proposed-6-9b-budget-plan\/4373349\/\" rel=\"nofollow noopener\" target=\"_blank\"> City Council met<\/a> for the first hearing on the proposed budget. Parker\u2019s proposal requires City Council approval, but did not seem well received by many council members. There are also questions to be addressed about the logistics of this tax. While the mayor\u2019s administration says rideshare companies can absorb the tax, Uber states that the cost will be passed onto riders.\u00a0<\/p>\n<p>Addressing the motivations for school closures head-on, Jamie Gauthier\u2013Working Families Party-endorsed City Council member representing City Council District 3 in West Philadelphia\u2013has introduced<a href=\"https:\/\/whyy.org\/articles\/philadelphia-school-closures-city-council-rezoning-plan\/\" rel=\"nofollow noopener\" target=\"_blank\"> rezoning legislation.<\/a> Her plan requires that five schools be rezoned for \u201ccivic use,\u201d not \u201cmultifamily housing use,\u201d as she believes these schools were placed on the closure list because of their value to redevelopers.\u00a0<\/p>\n<p>Gauthier explained that \u201cthis conversation needs to be about students and communities and the well-being of the people in West Philadelphia.\u201d One school in her district that is slated for closure is <a href=\"https:\/\/whyy.org\/articles\/west-philadelphia-proposed-school-closures\/\" rel=\"nofollow noopener\" target=\"_blank\">Paul Robeson High<\/a>. The school has a 96% graduation rate and is in the heart of UPenn and Drexel\u2019s \u201cUniversity City.\u201d The council member asserted, \u201cI think it\u2019s highly inappropriate to be having this closure conversation at the same time we\u2019re having a discussion about what land we like to give over to developers.
