Shapiro signs two bills into Pennsylvania law"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">PENNSYLVANIA (WTAJ) \u2014 Governor Josh Shapiro signed two bills into Pennsylvania law on Wednesday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The first new law, <a href=\"https:\/\/www.palegis.us\/legislation\/bills\/2025\/sb862\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Senate Bill 862;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Senate Bill 862&quot;}\" class=\"link \">Senate Bill 862<\/a>, authored by Sen. Patty Kim (D-Dauphin), provides for an expedited process to fill borough vacancies. More specifically, the law amends Section 901 of Title 8, otherwise known as the Borough Code, by specifying that if a majority of seats are vacant, the Court of Common Pleas will fill the spots upon petition.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe Local Government Commission staff received feedback from the various municipal associations that, on occasion, vacancies on a municipal governing board can result in gridlock between the remaining officers, effectively halting municipal decision-making,\u201d Kim wrote. \u201cThe associations further emphasized the need to provide a more expedient process to address this issue.\u201d<\/p>\n<p>Get the latest news, weather forecasts and sports stories delivered straight to your inbox! Marty Flynn (D-Lackawanna and Luzerne), creates a Motor Carrier Safety Advisory Committee. The committee will be composed of members of the public who represent areas of concern with motor carrier transportation and safety activities throughout the Commonwealth.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The board will take effect in 60 days, with members to be appointed by Gov.
