{"id":162498,"date":"2026-04-10T16:26:19","date_gmt":"2026-04-10T16:26:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-pa\/162498\/"},"modified":"2026-04-10T16:26:19","modified_gmt":"2026-04-10T16:26:19","slug":"hellertown-council-discusses-main-street-crashes-saucon-source","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-pa\/162498\/","title":{"rendered":"Hellertown Council Discusses Main Street Crashes \u2013 Saucon Source"},"content":{"rendered":"<p>Hellertown Borough Council convened its regular meeting Monday, covering a packed agenda that touched on everything from a resident\u2019s sidewalk violation appeal to a stretch of Main Street concerned citizens say is a car crash waiting to happen.<\/p>\n<p>1500 Block of Main Street: \u2018It\u2019s Not a Question of If, It\u2019s When\u2018<\/p>\n<p>Residents from the 1500 block of Main Street came before council to raise an escalating safety concern about vehicle accidents at a bend in the road near their homes.<\/p>\n<p>Councilman Tom Rieger told the chamber that only weeks ago another accident occurred at the bend, in which a car careening up the bank, taking out steps, railings and signs in the process. Due to the frequency of crashes there, the telephone pole at that location, he noted, \u201chas been replaced, probably half a dozen times in the last three, four years.\u201d<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"720\" height=\"519\" src=\"https:\/\/www.newsbeep.com\/us-pa\/wp-content\/uploads\/2026\/04\/Car-vs-Pole.jpg\" alt=\"Car vs Pole\" class=\"wp-image-6569\"  \/>Emergency officials respond to the scene of a single-car accident involving a telephone pole in the 1500 block of Main Street on Aug. 23, 2015. (FILE PHOTO)<\/p>\n<p>\u201cThose cars barely missed going inside a home,\u201d Rieger said. \u201cAnd there\u2019s bedrooms in those front rooms and couches in those front rooms. And one of these times a car is going to come flying around that corner, jump that curb and end up in somebody\u2019s house, and somebody\u2019s going to get hurt.\u201d<\/p>\n<p>Rieger traced the problem to a road redesign in 2010, when turning lanes were added for both Roth Avenue and High Street as part of the Rt. 412 interchange improvement project. As a result, the travel lane was moved closer to the curb.<\/p>\n<p>Saucon Source\u2013which began publishing in October 2014\u2013has photos of accident scenes in the 1500 block of Main Street dating back more than 10 years in its news archive.<\/p>\n<p>Police Chief James Baitinger confirmed he had spoken to several residents by phone and that right-to-know requests had been filed for that specific accident report. \u201cIn my year and seven months here we\u2019ve had quite a few accidents there,\u201d he said.<\/p>\n<p>Council voted unanimously to authorize borough staff to engage with PennDOT to review the road\u2019s design and potentially devise a remedy for the situation.<\/p>\n<p>Resident Challenges Sidewalk Violation<\/p>\n<p>Resident Michael Kerner appeared on behalf of his mother, borough property owner Nancy Kerner, to dispute a sidewalk violation issued to the property.<\/p>\n<p>Kerner told council his family was aware of issues with the sidewalk before the violation notice arrived, and had obtained an estimate for approximately $2,400 to completely replace the affected concrete panels.<\/p>\n<p>Because his mother is expecting to move within five years, Kerner said he researched an alternative solution: constructing concrete ramps over the lifted tiles rather than replacing them outright.<\/p>\n<p>But his building plan was denied. Kerner said the denial letter stated his proposal \u201cwould not restore the sidewalk to a uniform level walking surface.\u201d He pushed back on that language directly.<\/p>\n<p>\u201cI don\u2019t really see how the words uniform and level can be enforceable there,\u201d he said. \u201cThe word uniform only appears in chapter 385 of the Hellertown Borough Code in the context of the physical composition of the sidewalk and the regularity of the sidewalk spacing. It\u2019s not used to refer to the surface texture of a sidewalk.\u201d<\/p>\n<p>He further said the denial\u2019s claim that concrete ramps are \u201ctemporary and non-compliant\u201d didn\u2019t hold up. \u201cConcrete is quite literally used to construct sidewalks because it is so durable,\u201d he said.<\/p>\n<p>Kerner told council he filed a right-to-know request and learned that approximately 65 sidewalk notices of violation were issued in March. But walking around the borough, he said he had noticed \u201cliterally hundreds of violations, including cracks in sidewalk panels and vertical gaps of more than one-half inch.\u201d<\/p>\n<p>He also noted that an estimate for tree and stump removal had come in at over $10,000, and that over time, removing the trees might make more financial sense if full sidewalk replacement truly is the only option.<\/p>\n<p>\u201cOne of the worst possibilities that one could imagine is that a large proportion of residents receiving sidewalk violations due to tree damage will simply choose to just cut down mature trees in lieu of continuing to pay for these sidewalk repairs every few years. And that would be a real shame.\u201d<\/p>\n<p>Council acknowledged Kerner\u2019s presentation, noting he was not the first resident to raise sidewalk concerns at a meeting and would not be the last.<\/p>\n<p>\u201cI refuse to believe that the only way to repair a sidewalk with a small crack or any vertical gap of more than a half inch is complete replacement,\u201d Kerner said. \u201cIf that\u2019s truly the policy of the borough, then there are hundreds of borough residents who will be responsible for potentially millions of dollars (in repairs).\u201d<\/p>\n<p>Payroll Implementation Plan Approved<\/p>\n<p>Council voted to approve a new payroll implementation plan which is set to take effect with the pay period commencing April 19.<\/p>\n<p>Under the plan, employees in administration, public works, parks and sanitation will record their hours using the \u201ciSolved\u201d timekeeping platform, clocking in and out for all scheduled shifts.<\/p>\n<p>Council President Lynley Solt confirmed that under the new plan, compensatory time will be handled directly by the finance manager, Lisa Carl, rather than through the timekeeping system itself.<\/p>\n<p>Civil Service Commissioners Sworn In<\/p>\n<p>The borough filled vacant civil service commission positions, as Delilah Black and Richard Weddigen were sworn in by Mayor David Heintzelman.<\/p>\n<p>The next Hellertown Borough Council meeting is scheduled for Monday, April 20 at 7 p.m. at Borough Hall.<\/p>\n","protected":false},"excerpt":{"rendered":"Hellertown Borough Council convened its regular meeting Monday, covering a packed agenda that touched on everything from a&hellip;\n","protected":false},"author":2,"featured_media":162499,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[14],"tags":[1874,153,155,154,10494,347,204,4690,10495,25146,24895,7363,10496,1704],"class_list":{"0":"post-162498","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-bethlehem","8":"tag-accident","9":"tag-bethlehem","10":"tag-bethlehem-headlines","11":"tag-bethlehem-news","12":"tag-council","13":"tag-crash","14":"tag-hellertown","15":"tag-main-street","16":"tag-meeting","17":"tag-payroll","18":"tag-route-412","19":"tag-safety","20":"tag-sidewalk","21":"tag-traffic"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/posts\/162498","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/comments?post=162498"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/posts\/162498\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/media\/162499"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/media?parent=162498"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/categories?post=162498"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-pa\/wp-json\/wp\/v2\/tags?post=162498"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
