The White House has called the program unnecessary and said that because many states ban utility shutoffs for low-income households during the winter, <a href=\"https:\/\/www.pennlive.com\/news\/2026\/04\/trump-budget-plan-targets-liheap-as-pa-faces-budget-shortfall.html\" rel=\"nofollow noopener\" target=\"_blank\">LIHEAP payments are effectively passed to utility companies.<\/a>\n<\/p>\n<p>But Congress is not likely to approve the cut, as the program generally has bipartisan support. Trump\u2019s last budget proposal in 2025 also aimed to cut LIHEAP money, but lawmakers <a href=\"https:\/\/www.utilitydive.com\/news\/federal-energy-assistance-programs-survive-budget-gauntlet\/811389\/\" rel=\"nofollow noopener\" target=\"_blank\">voted to fund the program anyway.<\/a>\n<\/p>\n<p>U.S. Sen. Susan Collins, a Republican from Maine who chairs the Senate\u2019s Appropriations Committee, <a href=\"https:\/\/www.appropriations.senate.gov\/news\/majority\/chair-collins-statement-on-presidents-fy2027-budget-request\" rel=\"nofollow noopener\" target=\"_blank\">released a statement criticizing the President\u2019s latest budget proposal<\/a>, calling LIHEAP \u201cworthwhile.\u201d\n<\/p>\n<p>What does LIHEAP cover?<\/p>\n<p>Pennsylvania\u2019s <a href=\"https:\/\/whyy.org\/articles\/liheap-heating-bill-assistance-pennsylvania\/\" rel=\"nofollow noopener\" target=\"_blank\">LIHEAP program provides grants<\/a> to households earning below 150% of the federal poverty level to help pay their winter heating bills. This year, the income limit is $23,940 for an individual and $49,500 for a family of four.\n  <\/p>\n<p>LIHEAP money can also be used to pay down utility debt, reverse utility shutoffs or fund repairs to broken heaters.\n<\/p>\n<p>LIHEAP provides two types of grants \u2014 \u201ccash\u201d and \u201ccrisis\u201d \u2014 and households can apply for both.\n<\/p>\n<p>Cash grants of $200 to $1,000 are sent directly to utility companies or fuel providers and appear as a credit on recipients\u2019 bills. Households don\u2019t need to be behind on their bills to receive cash grants.\n<\/p>\n<p>Crisis grants of $25 to $1,000 can be used to avoid utility shutoffs or repair broken heating equipment.
